  These include permanent residents, spouses of Filipino citizens or unmarried children under the age of 21, foreign parents (but mothers must have permanent residence in the Philippines) children born in foreign countries, naturalized Filipinos of other nationalities.

  The government will not issue new visas.

  They are subject to the maximum number of inbound passengers at the port of entry. Returned Philippine migrant workers and Filipinos will receive priority.
