The main case handling data are announced as follows:

1. The number of criminal prosecution cases has changed significantly with the epidemic situation, and the overall supervision of litigation has been effectively promoted

  (1) Reviewing arrests and reviewing prosecutions. From January to June 2020, procuratorial organs across the country approved and decided to arrest 280,333 suspects of various types, a year-on-year (compared to the same period last year) decrease of 47.1%; 74,196 people were not arrested, a decrease of 49.7% year-on-year, and the rate of non-arrest was 20.9% , A year-on-year decrease of 0.9 percentage points. In the second quarter, 147,329 people were arrested, an increase of 10.8% from the previous quarter (compared to the first quarter).

  A total of 67,310 people were prosecuted, down 15.9% year-on-year; 98,981 people were not prosecuted, up 38.5% year-on-year, and the non-prosecution rate was 12.8%, up 4.6 percentage points year-on-year. In the second quarter, it decided to prosecute 397,506 people, up 44.1% from the previous month.

  Among the examined and prosecuted cases handled, 618,999 persons were settled under the leniency system of pleading guilty and punishment, which accounted for 82.2% of the total number of judged and prosecuted cases in the same period. In the first half of the year, except for the application rate of 72.3% affected by the epidemic in February, the application rate in the remaining months was around 80%.

  Affected by the New Coronary Pneumonia epidemic, while the overall number of criminal cases decreased year-on-year, the number of crimes committed using telecommunications networks increased year-on-year, and 52,473 people were prosecuted using telecommunications networks, accounting for 7.8% of the prosecutions, an increase of 3.7 percentage points year-on-year.

  (2) Handling crime cases that impede the prevention and control of the new coronary pneumonia epidemic. From January to June 2020, procuratorial organs across the country accepted the review and arrested 6,624 people who had impeded the prevention and control of the new coronary pneumonia epidemic.   4. Criminal protest. From January to June 2020, procuratorial organs across the country filed a total of 3,314 protests, a year-on-year decrease of 7.9%. The courts concluded 2,124 cases during the same period, of which 1,390 were re-judged and sent back for retrial, accounting for 65.4% of the total number of trials, a decrease of 1.7 percentage points year-on-year. In the second quarter, 1811 protests were filed, up 20.5% from the previous month.

  5. Correct the criminal trial activities illegal. From January to June 2020, procuratorial organs across the country proposed corrections for 2,702 violations in criminal trial activities, an increase of 19.5% year-on-year, and 2143 corrections were made by the judicial organs during the same period, accounting for 79.3% of the corrections submitted, a decrease of 6.6 percentage point.   (5) Handling cases of judicial officials' crimes of duty. From January to June 2020, procuratorial organs across the country filed a total of 487 criminal cases related to judicial staff, an increase of 70.3% year-on-year, of which 40 were cadres at or above the county level, an increase of 21.2% year-on-year. In the second quarter, 400 people filed cases, an increase of 359.8% from the previous month.

2. Civil procuratorial development is stable, and the supervision of trial activities and enforcement activities has been strengthened

  (1) Supervision of civil effective judgments, rulings and mediation documents. From January to June 2020, the national procuratorial organs filed a total of 1815 protests against civil effective judgments, a decrease of 2.3% year-on-year. The court concluded 1063 cases during the same period, and retrials changed[1] 801, accounting for 75.4% of the total number of trials; 3558 cases, a year-on-year increase of 18.3%. The court adopted 1571 cases during the same period, accounting for 44.2% of the number submitted in the same period. In the second quarter, 994 protests were filed, up 21.1% month-on-month; 2384 re-inspection recommendations were raised, up 103.1% month-on-month.

  (2) Supervision of civil trial activities. From January to June 2020, procuratorial organs across the country made a total of 7712 procuratorial suggestions on violations of civil trial activities, up 76.6% year-on-year. During the same period, the court adopted 5,404 cases, accounting for 70.1% of the number submitted, a decrease of 4 percentage points year-on-year. In the second quarter, 6,054 prosecution proposals were submitted, an increase of 265.1% from the previous month.

  (3) Supervision of civil execution activities. From January to June 2020, procuratorial organs nationwide made 8,447 procuratorial suggestions on violations of civil enforcement activities, an increase of 36.7% year-on-year. During the same period, the court adopted 5,555 cases, accounting for 65.8% of the number submitted, a year-on-year decrease of 7.7 percentage points. In the second quarter, 6,428 prosecution proposals were submitted, an increase of 218.4% from the previous month.

  (4) Supervision of civil false litigation. From January to June 2020, procuratorial organs across the country filed anti-suit cases against civil effective judgments and mediations, involving 616 false lawsuits, an increase of 31.3% year-on-year; prosecuting suggestions for civil trial activities involving 232 false lawsuits, a year-on-year decrease 15.6%; of the procuratorial suggestions on the supervision of civil execution activities, involving 257 false lawsuits, a year-on-year increase of 64.7%.

3. The number of administrative procuratorial cases has risen sharply, and substantive resolution of administrative disputes has achieved significant results

  (1) Supervision of administratively effective judgments, rulings, and mediation letters. From January to June 2020, procuratorial organs across the country filed a total of 55 protests against administratively effective judgments, an increase of 27.9% year-on-year. The court concluded 33 cases over the same period and changed 22 retrials, accounting for 66.7% of the total number of trials, an increase of 32.7 percentage points year-on-year; There were 34 retrial procuratorial recommendations, an increase of 142.9% year-on-year, and the court ruled that 4 retrials should be conducted during the same period, a year-on-year decrease of 50%. In the second quarter, 33 protests were filed, an increase of 50% from the previous month; and 30 re-inspection recommendations were submitted, an increase of 650% from the previous month.

  (2) Supervision of administrative trial activities. From January to June 2020, procuratorial organs nationwide made 1,353 procuratorial suggestions on illegal activities in administrative trials, an increase of 579.9% year-on-year. The court adopted 959 cases over the same period, accounting for 70.9% of the number submitted, a year-on-year decrease of 1 percentage point. In the second quarter, 1096 prosecution proposals were submitted, an increase of 326.5% from the previous month.

  (3) Supervision of administrative execution activities. From January to June 2020, procuratorial organs across the country issued 5,424 procuratorial suggestions on violations of administrative enforcement activities, a year-on-year increase of 228.1%. The court adopted 3,204 cases during the same period, accounting for 59.1% of the number submitted in the same period, a year-on-year decrease of 14.8 percentage points. In the second quarter, 4,519 prosecution proposals were submitted, up 399.3% from the previous month.

  (4) Substantively resolve administrative disputes. The Supreme People's Procuratorate deployed and carried out the special activity of "Strengthening Administrative Procuratorial Supervision and Promoting Substantive Resolution of Administrative Disputes" in national procuratorates in October 2019. As of June 2020, procuratorial organs across the country have resolved 1,082 administrative disputes. 4. The number of public interest litigation and prosecution cases has narrowed, and the proportion of "waiting" outside fields has increased significantly

  (1) The situation of the case. From January to June 2020, procuratorial organs across the country filed 6,1024 cases of public interest litigation, a year-on-year decrease of 2.6%. Among them, 5,822 civil cases were filed, accounting for 9.5% of the total number of cases filed, an increase of 4.5 percentage points year-on-year; 55,202 administrative cases were filed, accounting for 90.5% of the total number of cases filed, a decrease of 4.5 percentage points year-on-year. 44492 cases were filed in the second quarter, up 169.1% month-on-month.

  (2) The pre-litigation procedures. From January to June 2020, procuratorial organs across the country conducted a total of 47,144 pre-litigation procedures for public interest litigation, a year-on-year increase of 0.2%. Among them, 4,607 civil announcements were issued, accounting for 9.8% of the total number of pre-litigation procedures, an increase of 5.8 percentage points year-on-year; 42,537 pre-litigation prosecution proposals were filed, accounting for 90.2%, a year-on-year decrease of 5.8 percentage points. In the second quarter, 34,651 pre-litigation procedures were launched, an increase of 177.4% from the previous month.

  (4) Effect of handling cases. From January to June 2020, procuratorial organs across the country decided to prosecute 14,263 persons for juvenile criminal suspects, a year-on-year decrease of 22.6%, 6348 people were not prosecuted, and the non-prosecution rate was 30.8%, which was 18 percentage points higher than the overall criminal prosecution rate. From January to June 2020, procuratorial organs across the country arrested 7,822 people and prosecuted 19,834 people for crimes against financial security, a year-on-year decrease of 41.5% and an increase of 25.5%.
