China News Service, Beijing, July 20. According to weather forecasts, the heavy rainfall that has plagued the middle and lower reaches of the Yangtze River finally weakened on the 20th. According to meteorological monitoring, the main rain belt affecting China will have a significant northward rise in the next two days. The new round of heavy precipitation will mainly affect areas such as Jianghuai, North China, and Northeast China, and the pressure of flood control in the north will increase accordingly.

Heavy rainfall in the middle and lower reaches of the Yangtze River tends to end

Since the flood season, torrential rains hovering in the middle and lower reaches of the Yangtze River have caused the Yanjiang area to sink into the muddy floods. On the morning of the 19th, the rainfall system in the north and south almost converged, and a long and narrow rain belt straddled the northeast-southwest ends of China.

The Central Meteorological Observatory predicts that in the northwest and east of Heilongjiang, the east of Jilin, the northeast of Liaoning, and the north and west of Jiangnan, the south of Guizhou, the west and north of Guangxi, and the center of north Yunnan Heavy rain. The Central Meteorological Observatory issued a rainstorm blue warning at 18:00 on July 19.

Chen Tao, the chief forecaster of the Central Meteorological Observatory, analyzed that this round of heavy rainfall has a wide range of impact and strong local intensity. Compared with the heavy precipitation process in early July, the rain belt position is northerly and the rain belt movement characteristics are more obvious. According to the forecast of the China Meteorological Administration at the press conference on the 15th, after July 20, heavy rainfall in the middle and lower reaches of the Yangtze River tended to end.

As far as the flood conditions of important rivers and lakes are concerned, although Taihu Lake still maintains the super-guaranteed water level, the precipitation in the basin will be weaker in the future, which is conducive to the water level drop. From the night of the 19th to the day of the 20th, there was still a rainfall process near the Poyang Lake. The amount of water coming from the main stream was large, and the water level fell slowly. The Huaihe River still has heavy rainfall before the 22nd, and the risk of flood control in the main stream is further increased. Some small and medium-sized rivers may experience large floods.

Rainfall trend: the main rain belt is about to lift north

According to the China Weather Network report, after July 20, the north has entered the main flood season, with more rain in central, northeastern and southern China.

Chen Tao also analyzed that from the 21st to the 23rd, the location of the main rain belt affecting China will have a significant northward rise, and the main rain area will fall from the east of the southwest to the Huanghuai and Jianghuai areas.

The Central Meteorological Observatory predicts that from July 17 to 26, the accumulated rainfall in central and northeastern China will be 30 to 60 millimeters, and some may reach more than 80 millimeters.

In the later period, from July 29 to August 7, the main rain belts affecting China are located in the east of southwest, southeast of northwest, west of Jianghan, north, northeast, and Huanghuai. In the same period, it was 30% to 70% more, and the locality was more than doubled. The Beijing Meteorological Bureau revealed at a press conference on the 17th that Beijing’s main flood season this year (July 20 to August 10) had a precipitation of 140 to 160 mm, which was 20% to 30% more than the same period of the previous year (119.4 mm).

On the 19th, the Emergency Management Department issued a comprehensive risk warning alert for natural disasters. In the next three days, strong convective weather such as local short-term heavy precipitation, thunderstorms, strong winds, or hail may cause wind and hail disasters. Southeastern Jilin and eastern Liaoning need to prevent droughts and floods. Sharp turn.

"Seven under eight" flood control pressure in the north will increase

At present, China has entered the critical flood control period of "Seven Downs and Eight Ups" (July 16-August 15). The China Meteorological Administration predicts that during this period, the precipitation in the whole country will show a spatial distribution of "more north and less south".

“The main heavy precipitation area of'Seven Downs and Eight Ups' is in the northern part of China." Song Lianchun, director of the National Climate Center, said that according to the prediction of the National Climate Center, precipitation in the Songhua River Basin, Liaohe River, Haihe River, Huaihe River, the middle and lower reaches of the Yellow River, including the upper reaches of the Yangtze River Both are more than the same period in normal years. Precipitation in the north is special. While doing well in flood control in the south, the pressure for flood control in the north is also relatively large.

According to the website of the Ministry of Emergency Management, the State General Inspection Team has rushed to Jilin and Heilongjiang to inspect the flood prevention and drought relief work in the Songliao River Basin. The inspection team inspected important levees, reservoirs and other flood control projects in Jilin and Heilongjiang provinces on the spot, as well as flood control emergency supplies and team preparations for flood control.

At the local level, the Heilongjiang Provincial Flood Control and Drought Relief Headquarters issued an emergency notice on July 18 stating that during the period of "Seven Downs and Eight Ups", most of the Northeast was a rainy area. The Songhua River Basin may experience heavy floods. Typhoons may go northward. There may be drought and drought. All cities (prefectures) and relevant units should strictly guard with the highest standards, the most stringent requirements, the most efforts, and the most practical measures, focusing on major regional targets such as large rivers, small and medium-sized rivers, reservoirs, tailings ponds, and urban waterlogging points to further develop Comprehensive investigation to eliminate hidden dangers in time.
