Rospotrebnadzor has developed a draft of new standards for the provision of catering services. The document is posted on the federal portal of draft regulatory legal acts.

The explanatory note to the project notes that the work was carried out as part of the implementation of the mechanism of the “regulatory guillotine”. Thus, the rules are intended to replace the by-laws approved in 1997, which will cease to be valid in 2021.

It follows from the document that Rospotrebnadzor will monitor compliance with the new rules. Currently, the project is at the stage of public discussion, which will last until August 6.

The text of the document says that the rules regulate relations between consumers and performers in the field of public catering, as well as ensure the rights of consumers to receive services of appropriate quality and determine the procedure for the implementation of these rights.

“(Draft. - RT ) is supplemented by provisions containing updated requirements developed with a view to proper enforcement, both taking into account the current level of technological development of the corresponding service sector and taking into account the application of a risk-based approach,” reads the explanatory note to the document.

In particular, the draft resolution provides for the remote ordering process, including via the Internet, as well as using “telephone, electronic or other communications”. In addition, with a remote order, the institution will have to provide customers with a link to an e-book of reviews and suggestions.

Along with this, catering enterprises will no longer be able to include expenses not related to the cost of goods, including tips and commissions.

“The consumer has the right to refuse to pay for such services (expenses), and if they are paid, to demand that the contractor refund the amount paid,” the document says.

At the same time, institutions will have to show customers information about services, in particular, price and payment terms, information about the content of proteins, fats, carbohydrates and vitamins in dishes.

Note that earlier the mayor of Moscow, Sergei Sobyanin, spoke about the state of affairs in the field of public catering amid the epidemic of coronavirus infection. As the mayor said in early July, a number of business areas, including catering, returned to their previous performance indicators.

“Of course, a pandemic for us was a huge test, which is still ongoing, but we have overcome the main problems, I hope ... trade, services, cash turnover of small and medium-sized businesses and catering have reached the level of 2019 after the restrictions were lifted ", - said Sobyanin at a meeting of the Supervisory Board of the Agency for Strategic Initiatives with the participation of Russian President Vladimir Putin.

Rospotrebnadzor recommendations

Earlier, the department developed a number of rules and recommendations for other areas of activity. These documents mainly took into account the peculiarities of work in the conditions of gradually lifted restrictions imposed throughout Russia due to the spread of coronavirus.

So, in early July, Rospotrebnadzor prepared guidelines for the prevention of coronavirus infection COVID-19 during the organization of congresses and exhibitions in Russia.

The department indicated that before opening on the site, it is necessary to carry out wet cleaning and check the ventilation. Before admission to the site, according to the recommendations, all employees should measure the temperature every day.

“Contacts between working groups of employees at the site should be limited. During installation, the event and dismantling, all specialists need to maintain a distance if possible. Exposition building should provide a passage with a width of at least 3 m, ”the message says.

Rospotrebnadzor also recommended organizing places for treating hands with antiseptics on the sites. All employees on the site should be wearing masks and gloves.

Along with this, it is recommended to register visitors online, use contactless equipment and electronic metering systems. Among other things, between sessions of the event should be set intervals for ventilation and disinfection of at least 15 minutes.

At the end of June, Rospotrebnadzor made recommendations on the work of libraries in the context of phasing out the restrictions imposed in connection with the coronavirus pandemic.

So, in this document it was prescribed that library visitors will be allowed into the room only in masks. Employees of the institution should be provided with a stock of personal protective equipment based on the calculation of changing masks and gloves at least once every three hours.

Along with this, books and magazines after returning should be stored in special boxes in a separate library room. Their reuse is carried out only after five days. Also, libraries are prohibited from holding public events.
