China News Service, July 19, according to the Ministry of Water Resources website, on the 18th, E Jingping, deputy commander-in-chief of the National Defense Minister and Minister of Water Resources, presided over the meeting twice, in-depth analysis of the current flood situation in the Yangtze River, Huaihe, Taihu and other river basins. Make targeted arrangements for the dispatching of important water projects such as the Three Gorges.

Ye Jianchun, deputy minister of water resources, participated in the consultation and connected with the Huaihe River Water Conservancy Commission video to further study the deployment of flood defense in the Huaihe River Basin.

The consultation held that at 18:00 on the 18th, the inflow of the Three Gorges Reservoir on the Yangtze River remained at 61,000 cubic meters per second, and the water level rose to 161.69 meters, which was close to the maximum peak flow of the Yangtze River Yichang Station in 1998. 0.73~2.23 meters, of which the water level of Maanshan-Nanjing is affected by the upstream water flow and the downstream tidal level exceeds the highest historical water level; the water level of Wangjiaba of the main stream of Huaihe River is 28.08 meters, the super-alarm 0.58 meters; the water level of Taihu Lake is 4.71 meters, the super-guaranteed 0.06 meters, surrounding In the river network area, there are 47 stations with water level over-alarm and 23 stations with over-alarm; some small and medium-sized rivers in Chongqing, Sichuan, Hubei, Anhui and other places have over-alarm and over-alarm floods. According to the forecast, on the 18th and 20th, the Lishui of Dongting Lake in the Yangtze River and the Yuan River, the East River, the East River, the Chuhe River and other water systems will have heavy rains. On the 21st and 23rd, the Jialing River, Mintuo River and the upper Hanjiang River still have strong rainfall. ; In the upper Huaihe River Basin, southern mountainous areas and other places, there will be heavy rain in the next 3 days; the Taihu Basin will remain small to moderate rain.

The meeting emphasized that the current floods of one river, one river and one lake are occurring, and the flood peak of the upper reaches of the Yangtze River continues to flow into the Three Gorges Reservoir. The water level of Wangjiaba on the Huaihe River is expected to rise slowly, and the possibility of floods exceeding the guaranteed water level is not ruled out. The high level of Taihu Lake fluctuates slowly. The flood control situation is very grim. It is necessary to focus on the key issues of the Three Gorges Reservoir's dispatching and operation, coordinate measures for storage, discharge, distribution, and stagnation, strengthen rolling forecasting, fine scientific dispatching, and do a good job in all aspects of flood defense.

First, we must focus on the scheduling of the Three Gorges Project. In view of the continuous large flow of the Three Gorges Reservoir, there will be large flow in the Qingjiang and Dongting Lake systems. The water level of the Lianhuatang to Hankou River in the middle reaches of the Yangtze River and the Dongting Lake will rise and rise again. The Lianhuatang Station and Dongting Lake may exceed the guaranteed The situation requires comprehensive consideration of the scientific operation of the Three Gorges Reservoir from a strategic perspective, focusing on the overall situation of flood control, and fine-tuning the water level of the Three Gorges Reservoir within a reasonable range. It is necessary to fully tap the potential of flood storage and peak cutting in the backbone reservoir between the Three Gorges and Lianhuatang, as well as the flood storage potential of the river section near Chenglingji and the Zhoutan people’s embankment in the Dongting Lake area. . It is necessary to do a good job in the inspection and defense of embankments, so that the dangers can be discovered, reported and handled in a timely manner.

Second, we must do a good job in the flood defense of the Huaihe River. The causes of floods in the Huaihe River Basin are complex, and forecasting is difficult. It is necessary to strengthen the monitoring of rainwater conditions, pay close attention to the changes in the flood conditions of the main control stations of the Huaihe River, strengthen the consultation of the dispatch, study and determine the future development of the flood conditions of the Huaihe River, base on the most unfavorable conditions, urge the localities to prepare for the use of flood storage and detention in advance, and implement the measures for the transfer of people. , Make every precaution carefully and practically.

Third, we must continue to increase the flood discharge in the Taihu Lake Basin. The water level of Taihu Lake has continued to exceed the alarm level for 21 days, and it is currently in the state of over-protection. The risk of continuous high water level risk for rivers, embankments, pump gates and other projects is increasing. It is necessary to continue to use hydraulic hubs such as Taipu Gate and along the north row of the Yangtze River and along the south of Hangzhou Bay. The drainage project will speed up the drainage of the flood, reduce the water level of Taihu Lake and the surrounding river network as soon as possible, pay attention to the patrol and defense of the lake embankment, the main flood channel, and key projects to ensure the safety of the project.

After the Chamber of Commerce, the Ministry of Water Resources sent a letter to the Hubei and Hunan Provincial People's Governments to draw up preparations for embankment defense and the operation of the island beach embankment and flood storage detention area. At present, the Ministry of Water Resources, including 9 working groups led by three ministry leaders, is still assisting local governments to carry out flood prevention work in the field.

The Yangtze River Water Resources Commission of the Ministry of Water Resources considered the Yangtze River flood control situation and dispatched the Three Gorges Reservoir to gradually increase the outflow to 37,000 cubic meters per second; the Taihu Basin Administration dispatched the Taipu Sluice to increase its discharge by 600 cubic meters per second. The provinces along the river, along the Huaihe and along the lake attach great importance to the current flood situation and implement various preventive measures. The chief commander of Taihu Lake and Wu Zhenglong, governor of Jiangsu Province, conducted in-depth inspections to guide the flood prevention and rescue work of the Taihu Lake Basin, and exchanged views with Lu Guihua, deputy minister of the Ministry of Water Resources, on the flood prevention work in the Taihu Lake Basin. In accordance with the current flood situation, Anhui Province raised the emergency response to flood and drought disaster prevention to level Ⅰ, and strengthened the scheduling of the main reservoirs of Huainan tributaries. In Jiangxi Province, a total of 215 Poyang Lake and Yangtze River tributaries with single-retreat dikes and non-reciprocal dikes were opened. Based on the flood prevention plan, Hunan Province formulated the flood diversion operation plan for the Zhoutan Minyuan.
