  The people's governments of the provinces, autonomous regions and municipalities directly under the Central Government, the ministries and commissions of the State Council and the agencies directly under them:

  After more than 30 years of development, the National High-tech Industrial Development Zone (hereinafter referred to as the National High-tech Zone) has become an important carrier for China to implement innovation-driven development strategies, and has played an important role in transforming development methods, optimizing industrial structure, and enhancing international competitiveness. It has embarked on a road of high-tech industrialization with Chinese characteristics. In order to further promote the high-quality development of the National High-tech Zone and give full play to the role of demonstration leadership and radiation leadership, the following opinions are now proposed.

1. General requirements

  (1) Guiding ideology.

  Guided by Xi Jinping’s socialist ideology with Chinese characteristics in the new era, implement the spirit of the 19th National Congress of the CPC and the Second, Third, and Fourth Plenary Sessions of the 19th CPC Central Committee, firmly establish a new development concept, and continue to adhere to the “development of high technology and industrialization” The direction is to deepen the reform of the system and mechanism and create a good innovation and entrepreneurship ecology, focus on cultivating and developing internationally competitive enterprises and industries, focus on technological innovation as the core to enhance independent innovation capabilities, deploy the innovation chain around the industry chain, and focus on The innovation chain lays out the industrial chain, cultivates new development momentum, enhances the level of industrial development modernization, and builds the national high-tech zone into an innovation-driven development demonstration zone and a high-quality development pioneer zone.

  (2) Basic principles.

  Adhere to innovation-driven and lead development. Take innovation-driven development as the fundamental path, optimize the innovation ecosystem, gather innovation resources, enhance independent innovation capabilities, and lead high-quality development.

  Adhere to the high-tech positioning and build a highland. Firmly grasp the "high" and "new" development positioning, seize the commanding heights of future technology and industrial development, and build a growth pole of open innovation, high-end industrial clustering, Yichuang Yiye livable.

  Insist on deepening reforms and invigorating vitality. With the goal of transformation and upgrading, we will improve the competition mechanism, strengthen institutional innovation, create an open, fair, transparent and favorable development environment for the survival of the fittest, and fully release the vitality of all types of innovation subjects.

  Adhere to a reasonable layout, driven by demonstration. Strengthen the top-level design, optimize the overall layout, strengthen the role of demonstration and promote regional coordinated and sustainable development.

  Insist on highlighting features and classifying guidance. According to the regional resource endowment and development level, explore high-quality development models with different characteristics, establish classified evaluation mechanisms, and implement dynamic management.

  (3) Development goals.

  By 2025, the layout of the national high-tech zone will be more optimized, independent innovation capability will be significantly enhanced, institutional mechanisms will continue to innovate, the innovation and entrepreneurial environment will be significantly improved, a high-tech industrial system will be basically formed, and high-tech achievement output, transformation and industrialization mechanisms will be established to overcome one Approved key core technologies to support industry and regional development, formed a batch of independently controllable and internationally leading products, emerged a group of innovative enterprises and industrial clusters with international competitiveness, and built a number of high-tech parks and one with world influence Approval of innovative characteristic parks. By 2035, a large number of high-tech parks with global influence will be built, and the main industries will enter the middle and high end of the global value chain to realize the modernization of the park governance system and governance capabilities.

Second, focus on improving independent innovation capabilities

  (4) Vigorously gather high-end innovation resources. The National High-tech Zone should face the national strategy and industrial development needs, and actively introduce innovative resources such as universities and research institutes at home and abroad by supporting the establishment of branches and joint construction. Support the national high-tech zone to build key high-end experimental facilities and innovation bases with key enterprises as the main body, and joint universities and research institutes. Actively nurture industrial technology innovation organizations such as new R&D institutions. Priority support will be given to those eligible for inclusion in the National Key Laboratory and National Technology Innovation Center.

  (5) Attract and cultivate first-class innovative talents. Support the National Hi-tech Zone to recruit talents globally. Support key enterprises and other universities in the park to co-build modern industrial colleges to train high-end talents. Overseas high-end talents working in enterprises in the national high-tech zone can be relaxed to 65 years of age after being approved by the Science and Technology Administration Department of the People's Government at or above the municipal level (administration department for foreigners working in China). Foreign high-level management and professional technical talents invited by enterprises in the national high-tech zone can apply for corresponding visas for many years and many times; foreign talents working in enterprises in the park can apply for residence permits within 5 years according to regulations. For outstanding international students with bachelor degree or above in key domestic colleges and universities and foreign students who have graduated from internationally renowned colleges and universities, engaged in innovation and entrepreneurship activities in the national high-tech zone, it is convenient to apply for residence permits.

  (6) Strengthen key core technological innovation and transfer of achievements. The National High-tech Zone should increase investment in basic and applied research, strengthen joint research and industrialization of key common technologies, leading-edge technologies, modern engineering technologies, and disruptive technologies, and promote deep integration of technological innovation, standardization, intellectual property, and industrialization. Support relevant units in the national high-tech zone to undertake national and local science and technology planning projects, support the transformation and implementation of major innovation achievements in the park and realize productization and industrialization. Support the construction of a pilot service platform for scientific and technological achievements in the national high-tech zone, and explore risk-sharing mechanisms. Explore the ownership reform of scientific and technological achievements in the post. Strengthen the construction of specialized technology transfer institutions and technology achievement trading platforms, and cultivate professionals such as technology consultants and technology brokers.

Third, further stimulate the vitality of enterprise innovation and development

  (7) Support the development and growth of high-tech enterprises. Guide enterprises in the national high-tech zone to further increase R&D investment, establish and improve R&D and intellectual property management systems, strengthen trademark brand building, and enhance innovation capabilities. Establish and improve a policy coordination and linkage mechanism, and implement policies such as deductions for R&D expenses, income tax relief for high-tech enterprises, and general tax relief for small and micro enterprises. Continue to expand the number of high-tech enterprises and cultivate a batch of innovative enterprises with international competitiveness. Further develop the high-tech zone's development potential and cultivate a batch of unicorn enterprises.

  (8) Actively cultivate scientific and technological SMEs. Support scientific and technological personnel to carry out scientific and technological achievements in innovation and entrepreneurship in the national high-tech zone, and incubate and nurture scientific and technological entrepreneurial teams and start-up enterprises through crowd creation, crowd sourcing, crowd support, and crowd funding. Expand the application of non-bidding methods such as first purchase and ordering, and increase the procurement of major innovative technologies, products and services for technological SMEs. The cultivation and incubation of technology-based SMEs is included in the national high-tech zone high-quality development evaluation index system.

  (9) Strengthen service support for technological innovation and entrepreneurship. Strengthen the opening and sharing of scientific and technological resources, encourage all types of subjects in the park to strengthen open innovation, and build specialized crowd-creating spaces and technology business incubators around the advantageous professional fields. Develop scientific and technological service organizations such as research and development, technology transfer, inspection and testing certification, business incubation, intellectual property rights, and scientific and technological consulting to enhance professional service capabilities. Continue to support the national high-tech zones in creating innovative and entrepreneurial characteristic carriers such as science and technology resource support and high-end talent leadership, and improve the park's innovation and entrepreneurship infrastructure.

4. Promote the industry to the middle and high-end

  (10) Vigorously cultivate and develop emerging industries. Strengthen the deployment of strategic frontier areas, implement a number of leading major projects and new technology application demonstration projects, build diversified application scenarios, and develop new technologies, new products, new formats, and new models. Promote the continuous growth of the digital economy, platform economy, smart economy and sharing economy, and lead the conversion of old and new kinetic energy. Guide enterprises to widely apply new technologies, new processes, new materials, and new equipment, promote the deep integration of the Internet, big data, and artificial intelligence with the real economy, and promote the development of industries towards intelligence, high-end, and green. Explore the implementation of an inclusive and prudent market access and industry supervision model for emerging industries.

  (11) Bigger and stronger characteristic leading industries. The National High-tech Zone should base on regional resource endowments and local basic conditions, give play to comparative advantages, adapt measures to local conditions and implement strategies in accordance with the park, focus on characteristic leading industries, strengthen the allocation of innovative resources in the region and coordinate industrial development, prioritize the layout of relevant major industrial projects, and promote the formation of agglomeration effects And brand advantages, bigger and stronger characteristic leading industries, to avoid assimilation. Give play to the leading role of the leading industry strategy, drive the coordinated development of related industries, and form a unique industrial ecology. Support leading enterprises as the leader, with key products in the industrial chain and key technologies in the innovation chain as the core, promote the establishment of a working mechanism for the development of the patent navigation industry, integrate large and medium-sized enterprises, R&D and service institutions, etc., strengthen the efficient allocation of resources, and cultivate several world-class innovations Industrial clusters.

V. Increasing open innovation

  (12) Promote regional coordinated development. Support national high-tech zones to play an important role in regional innovation and better serve countries such as Beijing-Tianjin-Hebei coordinated development, development of the Yangtze River Economic Belt, construction of the Guangdong-Hong Kong-Macao Greater Bay Area, integrated development of the Yangtze River Delta, ecological protection of the Yellow River Basin, and high-quality development Implementation of major regional development strategies. Encourage high-tech zones in eastern countries to follow market-oriented principles and strengthen counterpart cooperation and exchanges with high-tech zones in central and western countries. Explore various cooperation mechanisms such as off-site incubation, enclave economy, and partner parks.

  (13) Create a regional innovation growth pole. Encourage the integration or custody of provincial high-tech zones or various industrial parks with adjacent industries and complementary industries that take the national high-tech zone as the main body to create more innovative communities that focus on contiguous, coordinated, complementary, and joint development. Support qualified areas to apply for the establishment of comprehensive bonded areas in accordance with relevant national high-tech zones in accordance with relevant regulations and procedures. Support the cross-regional allocation of innovative elements in national high-tech zones, enhance the vitality of market players in the surrounding areas, and deepen the integrated development of regional economy and science and technology. Encourage qualified places to integrate the resources of the national high-tech zone, build a national independent innovation demonstration zone, and explore new paths for innovation-driven development at a higher level.

  (14) Integration into the global innovation system. Facing future development and competition in the international market, on the premise of complying with international rules and prevailing practices, support national high-tech zones to strengthen the joint development with the international innovation industry highlands by accelerating the construction of overseas innovation centers, overseas entrepreneurship bases and international cooperation parks, etc. Introduce and gather international high-end innovation resources, and deeply integrate the international industrial chain, supply chain and value chain. Serve enterprises in the park to "go global", participate in the formulation of international standards and rules, and expand emerging markets. Encourage national high-tech zones to develop various forms of international park cooperation, and support national high-tech zones and countries along the "Belt and Road" to carry out talent exchange, technical exchanges and cross-border collaboration.

6. Create a high-quality development environment

  (15) Deepen the reform of management system and mechanism. Establish a list of authorized items to give provincial and municipal economic management authority for national high-tech zones corresponding scientific and technological innovation, industry promotion, talent introduction, market access, project approval, finance and finance. Establish a through train system for national high-tech zones and relevant provincial departments. Optimize the internal management structure, implement flat management, integrate and merge the internal institutions, implement the large department system, and rationally configure the functions of the internal institutions. Encourage qualified national high-tech zones to explore the post management system, implement the employment system, and establish and improve a realistic distribution incentive and assessment mechanism. Support national high-tech zones to explore new governance models.

  (16) Optimize the business environment. Further deepen the reform of “delegation, management and service”, accelerate the reform of the national high-tech zone investment project approval, implement the enterprise investment project commitment system, tolerance acceptance system, and reduce unnecessary administrative intervention and approval filings. Further deepen the reform of the commercial system, relax market access, simplify the approval process, and accelerate the reform of simple cancellation registration of enterprises. In the National High-tech Zone, copy and promote pilot reform policies such as the Free Trade Pilot Zone and the National Independent Innovation Demonstration Zone, and strengthen the innovation policy first.

  (17) Strengthen financial services. Commercial banks are encouraged to set up science and technology branches in the national high-tech zone. Support financial institutions to carry out intellectual property investment and financing services in national high-tech zones, support intellectual property pledge financing, develop and improve intellectual property insurance, and implement relevant policies for the first (set) of major technical equipment insurance. Vigorously develop market-oriented equity investment funds. Guide social capital such as venture capital, private equity, and merger and acquisition funds to support the development of high-growth enterprises. Encourage financial institutions to innovate the investment and loan linkage model, and actively explore and develop diversified technology financial services. Innovate the management mechanism of state-owned capital venture capital, and allow qualified state-owned venture capital enterprises in the park to establish a follow-up investment mechanism. Support high-growth enterprises in the national high-tech zone to use the science and technology board and other multi-level capital markets for listing. Support the listing and financing of qualified national high-tech zone development and construction entities.

  (18) Optimize the allocation of land resources. Strengthen the overall control of the development and utilization intensity, investment intensity, and per capita land use index of construction land in the national high-tech zone, increase the average floor area ratio, and promote the compact development of the park. Qualified national high-tech zones may apply to expand the area and area. When arranging the annual land use plan, the provincial-level people's government should take into consideration the land use needs of the national high-tech zone, and give priority to the land used for the construction of innovative and entrepreneurial platforms. Encourage and support the national high-tech zones to accelerate the digestion of unapproved land and dispose of idle land. Encourage local people's governments to implement policies to support the development of new industries and new forms of land in the national high-tech zones, use collectively-owned construction land according to law and regulations, and build industrial carriers such as innovation and entrepreneurship.

  (19) Construct a green ecological park. Support national high-tech zones to create national eco-industrial demonstration parks, and strictly control the entry of high-pollution, high-energy, and high-emission enterprises. Increase the weight of indicators for green development in national high-tech zones. Accelerate the integrated development of industry and city, encourage various social entities to invest in the construction of informatization and other infrastructure in the national high-tech zone, strengthen the integration with municipal construction, improve public service facilities such as scientific research, education, medical treatment, and culture, and promote safe, green, and smart technology parks Construction.

Seven, strengthen classification guidance and organization management

  (20) Strengthen organizational leadership. Adhere to the party's unified leadership over the work of the national high-tech zone. The State Council administrative department of science and technology shall, in conjunction with relevant departments, do a good job in the planning and guidance, layout optimization and policy support of the national high-tech zone. The provincial-level people's government should take the national high-tech zone as an important carrier to implement the innovation-driven development strategy, and strengthen the overall planning for the planning and construction, industrial development, and innovation resource allocation of the national high-tech zone in the province. The local people's government at the municipal level must earnestly assume the main responsibility for the construction of the national high-tech zone, strengthen the leadership of the national high-tech zone and the construction of the cadre team, and give the national high-tech zone sufficient financial and land policy guarantees. Strengthen classification guidance, adhere to high-quality development standards, and speed up “promoting construction by upgrading” in accordance with different regions, different stages, different development foundations and innovative resources.

  (21) Strengthen dynamic management. Formulate a national high-tech zone high-quality development evaluation index system, highlighting R&D expenditure investment, achievement transfer and transformation, innovation and entrepreneurship quality, the development of science and technology enterprises, economic operation efficiency, industrial competitiveness, energy consumption per unit output, etc. Strengthen the national high-tech zone data statistics, operation monitoring and performance evaluation. Establish a national high-tech zone dynamic management mechanism, publicize the national high-tech zone with good evaluation results, coordinate various funds and policies, and increase support; warn the poor evaluation results through interviews and notifications; The weak rectification will be cancelled and the national high-tech zone sequence will be withdrawn.
