Service-oriented manufacturing has become a strong support for the construction of a strong manufacturing country.
The guidance is clear, service-oriented manufacturing is a new manufacturing model and industrial form that integrates manufacturing and service development, and is an important direction for the deep integration of advanced manufacturing and modern service industries. Since the publication of the "Special Action Guide for the Development of Service-oriented Manufacturing" (Ministry of Industry and Information Technology (2016) No. 231), service-oriented manufacturing has developed rapidly, and new models and new formats have continuously emerged, effectively promoting the transformation and upgrading of the manufacturing industry. In order to implement the decision and deployment of the Party Central Committee and the State Council on promoting the deep integration of advanced manufacturing and modern service industries, developing service-oriented manufacturing, and promoting the high-quality development of manufacturing, the following opinions are specifically proposed.
The guidance clarifies the overall requirements: by 2022, 200 service-oriented manufacturing demonstration enterprises, 100 demonstration platforms (including application service providers), 100 demonstration projects, and 20 demonstration cities will be newly selected and cultivated. It is recognized that the main mode of service-oriented manufacturing has developed in depth, and the service input and service output of manufacturing enterprises have been significantly improved. The service revenue of model enterprises accounts for more than 30% of operating income. The standard system, talent team, and public service system supporting the development of service-oriented manufacturing are gradually improved. The comprehensive and wide-ranging, deep-field and deep integration development pattern of manufacturing and services has basically been formed, and the driving effect for the high-quality development of manufacturing is more obvious.
By 2025, continue to select and cultivate a number of service-oriented manufacturing demonstration enterprises, platforms, projects and cities. The leading role of demonstration will be fully demonstrated, and the service-oriented manufacturing model will be deeply applied. Cultivate a group of application service providers that have mastered core technologies, the service-oriented manufacturing development ecosystem tends to be improved, and the role of services in enhancing manufacturing innovation and international competitiveness has been significantly enhanced, forming a group of service-oriented manufacturing multinational leading enterprises and industrial clusters. The status of manufacturing industry in the global industrial division of labor and value chain has been significantly improved, and service-oriented manufacturing has become a strong support for the construction of a manufacturing power.

The guidance clarifies the contents of industrial design services, customized services, supply chain management, shared manufacturing, inspection and certification services, full life cycle management, general integrated general contracting, energy saving and environmental protection services, and productive financial services.
