It is noon, and the humid heat does not give up among the 14 people divided into six tables on the terrace of the El Mundo bar, in the Plaza de la Española, in the heart of the Collblanc-La Torrassa district , considered ground zero of the outbreak of coronavirus that has infected at least 300 people in L'Hospitalet de Llobregat. Only one of the clients wears the mask correctly. The rest use it to cover the neck or chin. Around the tables, most pedestrians wear masks; only some carry it on the elbow or have left it at home.

Of the 300 cases, 81 are concentrated in La Torrassa and 44 in Collblanc. One of the postmen in the neighborhood, Juan Carlos, makes his own diagnosis of the situation: "Lately, there has been a lack of control. With the de-escalation, people have gone wild, they have relaxed. You bring them a certificate home, and they receive you without I'm worried because the postmen are the second group of infections, second only to the toilets . If I catch it, I carry the virus house to house, at the risk of transmitting it to older people who live in one of the densest neighborhoods in Europe".

L'Hospitalet, the second largest Catalan city with 265,000 inhabitants, has among its northern neighborhoods some of the highest population densities on the continent , according to several published reports. Some residents of La Florida, Collblanc, La Torrassa or Pubilla Cases believe that this is one of the factors behind the recent Covid-19 outbreak, but the City Council rejects this.

The mayor of the city, Núria Marín, affirms that the infections have a "diverse" origin. He argues that residents must take extra security measures at a time when the age profile of those infected has changed compared to the start of the health crisis, since it now stands at people between 20 and 50 years old . This variation has led the City Council to close the outdoor sports courts and prepare to close some services and public spaces in the city. In addition to calling for strengthening primary care and virus detection systems, the mayor wants a "more intensive" presence on the streets of the Mossos d'Esquadra.

In the Plaza de la Española, a regional police patrol stops a man who gestures with his hands while explaining why he was not wearing the mask correctly. After getting out of the car, the two officers identify him while two more police vehicles arrive. Ten minutes later, the pedestrian leaves with the face of few friends. The six agents comb the plaza to continue giving instructions to citizens who do not wear masks. "Most don't use it," say Yeimi and Jessica, already wearing a mask, as they nurse their respective newborn babies. " We are afraid of new confinement . It is very sad to see people die while many do not take it seriously."

Tatiana's business can only be entered with a mask, but not all customers meet the standard. "So, I think this outbreak was coming and could have been foreseen," laments the shopkeeper. Sitting on a bench in the shade, Claudia Cerrato expresses that it is "a shame" that the irresponsibility of some neighbors could lead to a new confinement in L'Hospitalet: "For a few, we all pay," she criticizes. "I always said there was going to be a regrowth because people suddenly took to the streets ... They go through everything."

Elisa, a neighbor of Collblanc, has a similar opinion: "I have seen people in L'Hospitalet for weeks who do not wear a mask even in the queue of the ambulatory or inside the subway . On Severo Ochoa street, the terraces are full every afternoon, and you see tables with 15 people. The Parque de los Pajaritos is crowded. As if nothing had happened. We are on our way to confinement. "

The woman goes to work every day in Barcelona, ​​which allows her to make a comparison: "I see more responsibility and commitment there than in this city." Elisa explains that she has witnessed verbal confrontations when a neighbor has reproached another for the lack of a mask in areas like La Florida , with 81 other cases detected. "There, almost no one carries it, but they can be thrown on you if you reproach it. My conclusion is that the confinement has been of no use because, when finished, it has been as if a flock of sheep had been opened the fold" .
