On Monday, July 13, in Moscow, the next stage is beginning to exit the regime of restrictive measures previously introduced by the city authorities due to the epidemic of coronavirus infection COVID-19. The corresponding order was signed on May 9 by the mayor of the capital, Sergei Sobyanin.

Commenting on the decision, the mayor stated that in June, when the Moscow authorities gradually eased restrictions, new outbreaks of coronavirus incidence were avoided.

“Compared with the maximum levels in early May, the number of detected cases of infection decreased by about 10.7 times. The workload of coronavirus hospitals decreased by 3.9 times, ”explained Sobyanin.

At the same time, there is a gradual decrease in the number of newly detected cases of COVID-19 infection, a decrease in the number of "covoidal" pneumonias and new hospitalizations. In this regard, already 15 thousand beds were returned to the planned medical care, which had previously been redesigned to work with patients with coronavirus.

    “Taking into account these positive trends, and taking into account the recommendations of sanitary doctors, I decided to continue the lifting of restrictions, primarily in the field of education, culture, the leisure and entertainment industry and the provision of services to the population,” the Moscow Mayor wrote on his blog.

    So, from July 13, attractions, amusement parks, culture and leisure parks, cultural centers and leisure-type organizations can operate without restrictions. In addition, provided that the number of visitors does not exceed 50% of the maximum capacity of the venues, sections, circles, discos are allowed to resume work. It is allowed to open children's camps and entertainment centers.

    At the same time, there is still a ban on holding mass public and cultural and leisure activities in the open air, since in this case it is impossible to ensure compliance with social distance.

    From July 13, the city lifts restrictions on full-time work of educational institutions. Students and graduates can attend universities, in particular, to pass exams. At the same time, the city authorities note that the Ministry of Education and Science of the Russian Federation and the administration of educational institutions have the right to choose how to conduct the tests (in person or remotely).

    The ban on full-time classes in sports, music and art schools, other educational organizations and courses for children and adults is also lifted.

    Comprehensive schools and colleges are returning to normal work. It is expected that until August in schools will pass the exam. It is planned to start the new school year in standard terms - September 1.

    Another part of the next stage of mitigation in Moscow was the abolition of restrictions in the field of entrepreneurship, the provision of services to the public and other activities, with the exception of sanitary requirements. At the same time, the management of enterprises and organizations has the right to independently decide on the issue of maintaining a remote work format or returning employees to offices.

    Also, from July 13, compliance with the mask regime on the streets of the capital becomes a recommendation. However, respiratory protection and gloves still need to be used in public places and vehicles. In addition, the requirements of social distance are maintained.

    “All newly opened organizations must comply with the sanitary requirements established by Rospotrebnadzor. But despite these inevitable inconveniences, not only the usual rhythm of life begins to return to Moscow, but also the kind festive atmosphere that we missed so much for the long months of the pandemic, ”Sobyanin noted.

    “The deadlines for the abolition of the remaining restrictions will be announced as soon as we make sure that no changes for the worse are taking place, and the incidence of covid continues to decline,” he added.

    According to the latest data, from the beginning of the epidemic in Russia, COVID-19 was detected in 733,699 people. 11,439 deaths from complications that developed against the background of coronavirus infection and concomitant diseases were recorded. However, already 504,021 people have recovered, including 2,960 in the last day.

    Moscow remains the leader in the number of confirmed cases of the disease in the Russian Federation - 230,029. Almost 165 thousand patients recovered. 4168 people died, including 25 in the last day.

    Recall that in Moscow since the end of March there has been a set of restrictions imposed in connection with the spread of coronavirus infection. As the situation changes, these measures are adjusted by the authorities of the capital.

    So, in June - on the 9th, 16th and 23rd - three stages of easing the restrictions introduced were carried out. Among other things, the pass system and the self-isolation regime were canceled, the full-fledged work of cafes and restaurants, kindergartens, fitness centers, travel agencies was allowed. Also, the use of urban infrastructure (benches, swings, street exercise machines) was again allowed.
