From the organization’s report, quoted by Tasnim, it follows that one of the air defense systems was displaced. This led to a change in its geographical location and direction, however, “due to the human factor” the complex was not reconfigured.

In this regard, when detecting an aircraft, the air defense complex, due to an error in the data, recognized it as a target that moved from the south-west direction to Tehran, while the plane flew north-west of the city.

Also, one of the reasons for the tragedy could be that the data exchange between the air defense complex and the center did not take place. According to the instructions, if the defense system did not establish contact with the focal point and did not receive a command, it should not have fired, the report said.

On January 8, a plane crash occurred in Tehran, which killed 176 people. Iran acknowledged that the Iranian air defense system mistakenly shot down a passenger plane of Ukraine International Airlines, mistaking it for a cruise missile.

As Iranian leader Hassan Rouhani noted, the Iranian armed forces were put on full alert to protect themselves from possible attacks by the United States, "which, unfortunately, led to this terrible disaster."
