The 450 million euro increase project for the remuneration of hospital doctors drawn up within the framework of the "Ségur de la santé" was the subject of a majority agreement, after the green light given on Saturday 11 July by a third union , which makes it possible to cross the threshold of 50% of representativeness.

Two unions of hospital practitioners, the CMH and the INPH, had already announced Friday that they would sign the agreement drawn up as part of the "Ségur de la santé". A third organization, Snam-HP, assured Saturday that it would do the same.

"We are going to sign. This is a good agreement, which brings recognition for all hospital doctors," said Snam-HP president Sadek Beloucif with AFP.

The two other representative unions, APH and Young Doctors, for their part assured that they could not validate in the state the memorandum of understanding, estimating in a press release that "the real subjects" had been "evaded from the negotiation ".

The decision of Snam-HP, which allows a union majority to free itself in favor of the text submitted by the government, comes when a majority agreement was obtained Friday for paramedics (nursing assistants, nurses ...) and not medical (technical and administrative agents).

These two agreements should be officially signed on Monday afternoon in Matignon, in the presence of Prime Minister Jean Castex and Minister of Health Olivier Véran, according to concordant sources.

The agreement for hospital doctors, of which AFP has obtained a copy, includes 16 measures, including an increase in the premium paid to practitioners who agree to work only in public hospitals, without excess fees.

This indemnity, today 490 euros gross per month for a full time and 700 euros after fifteen years of "exclusive public service", must thus pass to 1.010 euros "in two steps", on September 1, then on March 1, 2021 .

A "revision" of the salary scales is also envisaged "from January 1, 2021", with targeted changes at the beginning and the end of their career which "represent a projected sum for a full year of 100 million euros".

"Equality" and "equity"

For Snam-HP, these measures will help to strengthen "equality" between doctors, but also "equity", by giving a greater boost to doctors at the start of their careers than those at the end of their careers. career - a measure welcomed by Sadek Beloucif.

The unions originally hoped for a larger envelope, in the order of several billion euros, for hospital doctors. But the Ministry of Health has refused to go beyond 450 million euros.

"We didn't get everything we wanted" but "it's not an end, it's a start," said Rachel Bocher, president of the INPH.

Young doctors and APH for their part regret that the government has refused to spend the 180 million euros they claimed for the "guards" carried out by hospital practitioners.

The two unions, absent during the last negotiation session, demand "the holding of a new meeting, respecting the rules of social dialogue (...) which allows to conclude a memorandum of understanding which will have the effect of long awaited attractiveness shock ".

"We can consider today that the pseudo-agreement that will be signed by certain unions does not meet the expectations of professionals in the field," said in a statement the Association of Emergency Physicians of France (Amuf).

For this union, which expresses its "immense disappointment", "the mountain" of Ségur de la santé gave birth "to a mouse". "We risk seeing resignations in the coming weeks," he said.
