Removal of restrictions on international air traffic introduced in Russia due to coronavirus infection COVID-19 may begin on July 15, said Russian Deputy Prime Minister Tatyana Golikova.

“Regarding the date of the possible resumption of air traffic. We propose this date as July 15, 2020, ”said Golikova. She noted that the staff has been discussing this issue for the past two weeks.

The Vice Prime Minister said that in order to resume air communication with the Russian Federation, the compliance of another state with a number of criteria is required. In particular, the average daily increase in new cases of coronavirus disease over 14 days there should not exceed 1%.

Along with this, the spread of the virus should also not exceed one. In addition to this, the incidence of COVID-19 should be within 40 cases per 100 thousand population (calculated over 14 days).

In this regard, the Deputy Prime Minister called for the formation of a list of countries that meet the criteria necessary for the resumption of air travel.

“We invite our aviation authorities to conduct appropriate negotiations with foreign aviation authorities in order to make it clear which countries today will meet these criteria and which are also ready to resume air communication with the Russian Federation,” RIA Novosti quoted Golikova as saying.

Note that earlier Rospotrebnadzor sent to the Ministry of Transport and the Federal Air Transport Agency a list of 13 countries with which Russia can resume flights in the first stage. The list includes the United Kingdom, Hungary, Germany, Denmark, Italy, the Netherlands, Norway, Poland, Finland, Vietnam, China, Mongolia, Sri Lanka.

Golikova also spoke about the general requirements for passengers. A 14-day quarantine will be maintained for those arriving with export flights from countries with unfavorable epidemiological conditions.

“In countries where the epidemiological situation is unsuccessful, and citizens come from there, 14-day quarantine can be maintained, or if citizens do not have a COVID test, then they are placed in an observatory until they receive a negative result,” Golikova said, adding that in the presence of a negative test for COVID-19, arrivals can follow to their place of residence.

At the same time, some citizens arriving in the Russian Federation can be selectively checked for coronavirus, Golikova said.

“We assume that random PCR testing can be carried out by Rospotrebnadzor employees depending on the symptoms that the visiting citizens will demonstrate,” said the Deputy Prime Minister.

Speaking about foreign citizens, Golikova indicated that they would be required to provide a certificate of a negative test for coronavirus, received at least three days before arrival in Russia.

The probability of the second wave of COVID-19

At the same time, Moscow Mayor Sergei Sobyanin said that a second wave of coronavirus in the capital is not expected in the near future.

The mayor drew attention to the number of forecasts circulating in the media about the likelihood of a new increase in the incidence of COVID-19.

“Some say that tomorrow there will be some kind of horror, the second wave, others say that there will be nothing. I take this calmly and already on the basis of experience and conversations with many specialists, doctors, specialists of Rospotrebnadzor, I see that we nevertheless passed the peaks, ”the mayor said.

Earlier, a representative of the World Health Organization (WHO), Melita Vujnovich, suggested that the restrictions imposed on the background of the spread of coronavirus infection may return to the Russian Federation.

According to the representative of WHO, a similar scenario is possible if the Russians do not observe physical distance. She added that the risk of renewed bans remains until a vaccine or medicine appears.

“One must be prepared for this. It’s better to let it be earlier, do not wait until the virus spreads even more. The fire must be extinguished while it is small, ”Vuinovich said in an interview with RIA Novosti.

At the same time, Sobyanin expressed confidence that Muscovites have already developed collective immunity, which allows with confidence to continue to gradually remove restrictions.

Moscow Vice Mayor Anastasia Rakova said that 21.7% of Muscovites are immune to coronavirus. According to her, the relevant data was obtained during the fourth phase of the IFA-testing, which was held from June 19 to July 2.

She added that the increase in the number of residents who have developed antibodies to COVID-19 is recorded both in Moscow as a whole and in different administrative districts.

In total, in Russia, the diagnosis of COVID-19 was confirmed in 713,936 people. Over the past day, 6,635 new cases of coronavirus infection were detected.

Since the beginning of the epidemic, 489,068 people have recovered (68.5%). At the same time, 11 017 deaths (1.09%) from complications that developed against the background of coronavirus infection and associated diseases were recorded.
