The state of health emergency, in effect since March 24, ends Friday evening. If certain restrictions remain imposed until the fall, many flexibilities are implemented as of Saturday.

End of the winter break, framing of the price of gels and masks and return of deficiency in the event of sick leave… Applied for more than three and a half months, the state of health emergency ends on Friday evening but does not is not really a return to normal. The Minister of Health, Olivier Véran, who observed a "laxity in behavior" aimed at limiting the transmission of the Covid-19, also called on the French on Friday for "daily vigilance". In the meantime, here is what changes daily from Saturday, except in Guyana and Mayotte, where the restrictions remain applied until October 30.

Travel restrictions

The government will be able to regulate and even prohibit, where the virus is active, the movement of people and vehicles as well as access to public transportation. Travel "strictly essential for family, professional and health needs" must remain permitted. It will be possible to require people flying to or from the metropolitan territory or overseas to present the result of a virological test. Olivier Véran said he is working on setting up saliva tests at airports "where it will be possible" for travelers arriving from countries at risk.

The Constitutional Council clarified Thursday that it will not be possible to prohibit leaving home or its surroundings, in other words to confine the population, even locally. If it were necessary to decide on a new strict containment, such as that implemented from March 17, the government should again declare a state of health emergency.

Meetings, stadiums, discos ...

The government will still be able to supervise rallies and temporarily close establishments and meeting places. The nightclubs in particular remain closed at this stage but hope to reopen before September, even without a dance floor. The government authorized the reopening of the stadiums from Saturday, with a maximum gauge of 5,000 spectators ... which several sports leaders already want to enhance.

Gels and masks: end of price regulation

The framing of the sale prices of hydroalcoholic gels and single-use surgical masks ends on Friday evening.

End of the winter break

It is the end of the reprieve for thousands of modest households threatened with eviction. But the government ensures that rental evictions cannot take place "without the possibility of rehousing". The owners will be able to request compensation from the State when the eviction procedures have not been carried out.

Return of deficiency

The days of deficiency at the start of sick leave had been suspended during the state of health emergency, allowing remuneration during these days, whatever the reason. From Saturday, public officials will not benefit from the maintenance of their remuneration until the second day of sick leave. This period extends to the fourth day in the private sector, even if the employer generally takes charge of the whole because of company or branch agreements.

Long-term partial unemployment

The rules do not change again, classic partial unemployment continues to apply. Added on July 1, subject to a company or branch agreement, a system of long-term partial unemployment, which allows a reduction in working hours of up to 40%, the employee receiving 84% of his net salary and the company being partially helped by the State.

Overtime: the exemption ceiling goes back down

Overtime worked by employees since March 16 was exempt from income tax and social security contributions up to a limit of 7,500 euros per year: back to the ceiling of 5,000 euros.

End of bill payment deferral for small businesses

The legal possibility of "deferring or spreading the payment of rents" or certain invoices (water, electricity ...) for very small businesses "whose activity is affected by the spread of the epidemic" ends. But the government has planned a new arsenal to help businesses through crisis budgets.
