(Fighting against New Coronary Pneumonia) California sues U.S. federal government over new regulations for international student visas

China News Agency, San Francisco, July 9th: California Attorney General Xavier Becerra announced on the 9th local time that California became the first state in the United States to sue the Trump administration for new regulations on international student visas.

On May 28, 2015 local time, Cambridge, Harvard University held a graduation ceremony, and many celebrities won honorary degrees.

"USA Today" reported that Becerra announced this at a video press conference held with California Community College Dean Eloy Ortiz Oakley and California State University President Timothy White news. The National Broadcasting Corporation reported that the lawsuit seeks to seek a preliminary injunction against the new visa regulations.

The US Bureau of Immigration and Customs Enforcement (ICE) issued the latest regulations on the 6th. If the university adopts a comprehensive online course for the fall semester of 2020, international students from these schools will not receive a visa to the United States, and those who are already in the United States need to leave the country. Earlier, some American universities have announced plans to open online courses only in the fall.

Becerra issued a strong condemnation of the new rules, saying the new rules were "arbitrary and capricious." Becerra said that California has more international students than other states, and the new rules will have a "disproportionate" impact on California. According to data from the nonprofit organization International Association of Educators, international students contributed nearly $41 billion to the US economy in the 2018-2019 school year. According to the fall admission data of the University of California system in 2019, there are 27,205 international students among 226,125 undergraduates, and 13,995 international students among 58,941 graduate students. One quarter of all students enrolled by the University of Southern California in the 2019-2020 academic year are international students.

The University of California also announced this week that it plans to sue the federal government for new regulations for international student visas. The lawsuit at the school will be conducted separately from the California lawsuit. A spokesperson said that the University of California will work closely with Becerra’s office.

In addition, CNN reported that Harvard University and the Massachusetts Institute of Technology submitted an indictment to the Massachusetts Federal Court on the 8th to apply for the suppression of the implementation of the new regulations on the grounds that they violated the Administrative Procedure Law. Stanford University and the University of Southern California said they will also join the lawsuit.

On the 9th, nearly 100 members of Congress wrote to ICE and the Department of Homeland Security, saying the new rules were "unreasonable and xenophobic." (Finish)
