"At work !" : these are the words of Emmanuel Macron at the Council of Ministers on Wednesday, the first of the newly formed government around Jean Castex. The head of state wants an operational executive very quickly to respond to the protean crisis of the coronavirus. But three days after their appointment, it is not so easy for ministers to be at work right away.

"We move forward limping"

"For 48 hours, we have been limping forward, it's very violent," deciphers a counselor who has just arrived in his new ministry. Like others, it does not have a computer, the Internet or an access badge, but must be operational immediately.

Éric Dupond-Moretti, Roselyne Bachelot, Barbara Pompili… The ministers already occupy the field, while composing behind the scenes their close guard and their cabinet. For now, for example, the new Minister of the Interior, Gérald Darmanin, has kept his team at Bercy in Beauvau, who works with that of Christophe Castaner.

The new ministries, the thorniest case

Former MP Brigitte Bourguignon arrived at the Ministry of Solidarity and Health with her staff from the National Assembly, helped by the advisers of Olivier Véran. The more difficult cases are those of the new ministries, where no team was in place. This is the case for the delegate for Citizenship, headed by Marlène Schiappa. "I'm not even sure she knows what to do," said a ministerial adviser. 

The new minister, previously Equality Between Women and Men, will also have to get her hands on an administration that gives political weight. The same is observed for the Minister of the Sea, Annick Girardin. Will it, for example, recover the fishing sector, hitherto managed by Agriculture? The advisers and the teams are therefore agitated behind the scenes before knowing the course of the government, given next week by Emmanuel Macron and Jean Castex.
