According to the document, fines for legal entities can reach 1.5 million rubles, for individuals - 30 thousand rubles. Legal entities also face administrative suspension of their activities for up to 90 days.

In addition, it provides for tougher liability for the promotion of narcotic substances for foreigners and stateless persons.

Telecommunications operators who delay access to online resources in time are invited to raise fines: up to 30 thousand rubles for officials, up to 500 thousand rubles for legal entities.

As the authors note in the explanatory note, "the owners of Internet resources promoting drugs should bear more stringent administrative responsibility."

Earlier, Russian President Vladimir Putin instructed the Ministry of Internal Affairs and Roskomnadzor to “block access” to sites and pages on social networks that promote drugs.
