His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, in his capacity as Ruler of Dubai, issued Resolution No. 5 of 2020 amending some provisions of Resolution No. 3 of 2017 regarding the formation of a committee to develop procedures for building permits in the Emirate of Dubai.

The new resolution provided for the replacement of the texts of Articles (2), (4), (8), (9) and (10) of the original decision, which relate to the formation of the committee and its competencies, the submission of final reports, its financial allocations, and the issuance of the executive decisions necessary to implement this decision.

According to the text of Article No. (2): the nature of the committee was modified to be an interim committee after it was a permanent committee in the original decision, and the membership of the bodies represented in this committee was modified, as the committee in its new formation became chaired by the assistant director general of Dubai Municipality for Engineering and Planning Sector, The membership of representatives of: the Municipality, the Roads and Transport Authority, the Dubai Electricity and Water Authority, the Dubai Civil Aviation Authority, the General Department of Dubai Civil Defense, the Dubai Development Authority and the Planning and Development Department "licenses", provided that the representatives of the bodies represented in the committee are named by those responsible for those Entities, and to be experienced and specialized in the field of work of the committee.

While Article No. (4) included amending some of the powers of the Committee to Develop Procedures for Building Permits in the Emirate of Dubai, which include: inventory and study of the systems, requirements, requirements and procedures currently in place regarding providing services related to issuing building works licenses, and working to develop these services in all its stages, Including the stages of submission and implementation, standardization of procedures, requirements and requirements for the provision of services related to issuing building works licenses at the level of the Emirate of Dubai, and work to reduce the duration of their provision and the procedures followed in this regard, to ensure the provision of a distinguished service for customers in this field, and work to integrate and facilitate procedures for providing related services Issuing building works licenses, by creating a single window for all agencies concerned with providing these services, and automating all related procedures and making them available through smart applications.

The committee is also concerned with reviewing the best practices applied globally in issuing building permits, and guiding them in developing and simplifying procedures for issuing them at the emirate level, and contributing to supporting innovation and creativity efforts, through developing regulations, requirements and requirements related to materials used in construction, and defining the committee's work plan, Setting performance indicators and quantitative targets to be achieved, measuring progress in implementing plans and programs, developing improvement plans in light of the achieved results, submitting periodic reports in this regard to the Dubai Executive Council, as well as forming sub-committees and work teams to assist them in the performance of their tasks, and defining these tasks and powers The committees and work teams and the duration of its work, and seeking the assistance of those it deems fit with expertise and specialization, whether from the employees of the bodies represented in the committee or from outside it, without any of the persons recruited by the committee having a counted voice in its deliberations.

The Committee for the Development of Building Permits Procedures in the Emirate of Dubai may delegate any of its powers to any of the members of the Committee or to the subcommittees or working groups formed by it, provided that such authorization is in writing and specific.

The new text of Article No. (8) included a mechanism for submitting the final reports of the committee, whereby the committee submits to the Executive Council of Dubai within a maximum period of the end of December 2020 a final report that includes the recommendations necessary to develop the procedures for building permits, the results of the committee’s work and the achievements it achieved, and the difficulties and obstacles that It faced it in practicing its tasks and achieving its goals, and the proposals it deems appropriate to overcome and overcome these difficulties and obstacles, and the new text included giving the President of the Executive Council of the Emirate of Dubai the authority to extend the mentioned deadline for the period specified by it, in cases that require it.

And Article No. (9) specifies the government agency that is responsible for providing financial allocations to the committee. This article entrusted Dubai Municipality with the task of providing the necessary financial allocations to enable the committee to achieve its goals and accomplish the tasks entrusted to it in accordance with the provisions of this resolution.

As amended Article (10) of the original decision, which empowered the President of the Executive Council of the Emirate of Dubai to issue the necessary decisions to implement the provisions of this decision, and this decision is effective from the date of its issuance, and will be published in the Official Gazette.
