The decision provided for the replacement of texts from the original decision, related to the formation of the committee and its competencies, and the submission of its final reports and financial allocations.

The decision amended the nature of the committee to be temporary after it was permanent, as well as the membership of the bodies represented in it, as it became in its new formation headed by an Assistant Director General of Dubai Municipality for Engineering and Planning Sector, and the membership of representatives from: the Municipality, the Roads and Transport Authority, the Dubai Electricity and Water Authority, and the Dubai Authority Civil Aviation, the General Directorate of Civil Defense in Dubai, the Dubai Development Authority, and the Planning and Development Department (licenses), provided that representatives of the bodies represented in the committee are named by the officials of those authorities, and that they are experienced and specialized in the field of work of the committee.

The decision amended some of the committee’s powers, and the procedures currently in place regarding providing services related to issuing building works licenses, to work on developing them, unifying its procedures, requirements and requirements at the level of the Emirate of Dubai, and working to reduce the duration of its provision, and to integrate and facilitate procedures for providing services related to issuing building works licenses , By creating a single window for all agencies concerned with providing services, automating the procedures related to them and making them available through smart applications.

The committee is also concerned with reviewing the best practices applied globally in issuing building permits, and guiding them in developing and simplifying procedures for issuing them at the emirate level, and contributing to supporting innovation and creativity efforts, through developing regulations, requirements and requirements related to the materials used in construction, and defining the committee's work plan, Setting performance indicators and quantitative targets to be achieved, measuring progress in implementing plans and programs, developing improvement plans in light of the achieved results, submitting periodic reports in this regard to the Dubai Executive Council, as well as forming sub-committees and work teams to assist them in the performance of their tasks, and defining these tasks and powers The committees and work teams and the duration of its work, and seeking the assistance of those it deems appropriate with expertise and specialization, whether from the employees of the bodies represented in the committee or from outside it, without any of the people recruited by the committee having a limited voice in its deliberations.
