According to the report, the chairman of the Human Rights Council Valery Fadeev proposed to abolish pre-trial fines that were accrued as a result of failures of the Social Monitoring application, as well as all other fines for violation of self-isolation, if they did not lead to negative consequences, RIA Novosti reports.

An example is the "unauthorized leaving of the place of residence", as a result of which the other person fell ill.

“If the goal of introducing fines was to reduce cases of violation of self-isolation, then their abolition will not affect this goal in any way,” the document says.

According to human rights activists, the State Duma may issue an act on Russia's first administrative amnesty.

Chairman of the Federation Council Committee on Constitutional Legislation and State Building Andrey Klishas supported such a proposal.

“In essence, this proposal is correct, but the legal mechanism for exempting citizens from liability requires discussion,” said the TASS senator.

In mid-May, it was reported that in Moscow, more than 660 fines were canceled for drivers who made a mistake while linking the car number to a digital pass.
