Regarding the application and release of disaster relief funds for major natural disasters, the measures pointed out that the provincial financial department and emergency management department in the disaster-affected area may jointly apply for disaster relief funds to the Ministry of Finance and the Ministry of Emergency Affairs. The application documents shall include the scale of the disaster, the affected population, the situation of mobilizing emergency rescue personnel and equipment, the number of people transferred and resettled, the number of people killed (missing), the number of people in need of emergency assistance and life assistance during the transition period, the number of houses damaged by collapse, direct economic losses, The actual needs of local disaster relief funds and the planned situation. The application documents shall be numbered with the financial department number and sent to the Ministry of Finance and the Ministry of Emergency Affairs. The Ministry of Emergency Affairs shall review the application documents submitted by the disaster-stricken areas, and after verifying the disaster-related data, make proposals for funding arrangements to the Ministry of Finance.
Based on the emergency response level initiated by the Ministry of Emergency Affairs and the funding arrangements, the Ministry of Finance, together with local financial resources and other factors, will determine the amount of subsidies with the Ministry of Emergency Affairs and issue a budget for disaster relief funds. The subsidy funds for life assistance of the disaster-affected people are mainly based on the number of victims (disappeared) in natural disasters, emergency assistance and life assistance during the transition period, drought disaster assistance, the number of damaged houses and the subsidy standards approved by the State Council. The emergency rescue subsidy funds are mainly approved based on the emergency response level, direct economic loss, emergency rescue difficulty, and the size of the emergency rescue personnel.
In addition, the measures also stipulate the application and release of daily disaster relief subsidy funds, budget fund management and supervision. The method proposes that the relevant departments and their staff at various levels of finance, emergency management, etc., who violate the law and discipline by using power for personal gain, abuse of power, neglect of duty, malpractice for favoritism, etc., shall be held accountable in accordance with relevant state regulations.
