The construction of the Free Trade Pilot Zone (hereinafter referred to as the Pilot Free Trade Zone) is a strategic move of the Party Central Committee and the State Council to promote reform and opening up in the new era, and shoulders the important mission of exploring new ways and accumulating new experiences for comprehensively deepening reform and opening up. The people's governments of all provinces (autonomous regions and municipalities directly under the Central Government) shall list the replication and promotion of the pilot experience of the reform of the Pilot Free Trade Zone as the key work of the region, strengthen the organization and leadership, and increase the implementation efforts to ensure that the replication and promotion work smoothly advances and achieves practical results. Relevant departments of the State Council should take the initiative to act in accordance with their job responsibilities and guide the completion of the replication and promotion work. Matters that need to be reported to the State Council for approval must be submitted for approval in accordance with the procedures. If adjustments to relevant administrative regulations, State Council documents and departmental regulations are required, they must be handled in accordance with legal procedures. The Office of the Inter-Ministerial Joint Meeting of the Work of the Free Trade Zone of the State Council should carry out effectiveness evaluation and coordinate and solve the key and difficult issues in the replication and promotion work.
