After an aborted American attempt on June 27, it was the European Union's turn to relaunch the interminable negotiations on the final status of Kosovo, not recognized by Serbia. The last meeting of the leaders of the two countries under the aegis of Europe took place in November 2018, and the talks had been brutally interrupted after Pristina had imposed economic sanctions against Belgrade.
The Prime Minister of Kosovo Avdullah Hoti and Serbian President Aleksandar Vučić therefore meet in Brussels on 12 July. Previously, there will be a videoconference preparation meeting organized by France on July 10, with Emmanuel Macron and Angela Merkel.
There can be no assurance that the negotiations will be successful. Kosovar Prime Minister arrives weakened because his coalition enjoys only limited popular support , but he could try to obtain the liberalization of European visas for Kosovo. On the other hand, it is difficult to see the reasons which would push Serbian President Vucic to make concessions to Europeans.
