As Supreme Court Member Elena Kagan noted, state officials will be able to punish an elector for breaking a promise to vote for a candidate who won a popular vote in the state, CNN reports.

According to the regulations, presidential elections in the United States are held in two stages: first, a popular vote in each state, followed by a vote of the electoral college.  

In June, it was reported that former US Vice President Joe Biden scored the necessary number of delegates to run for Democratic presidency in the upcoming United States election.
