Some names were expected. Others, much less. The new government of Prime Minister Jean Castex was announced Monday evening at the Elysée Palace. And among the (very) big surprises is the appointment of lawyer Eric Dupond-Moretti to the post of Minister of Justice.

DECRYPTION

Jean Castex's first government already has a lot of ink to run. The list of new ministers of the new Prime Minister has been known since Monday evening, and it has its share of surprises. Europe 1 summarizes for you what to remember from this "Castex 1" government.

A huge surprise: Eric Dupond-Moretti at Justice

It is the evening drama. The grandiloquent and media lawyer Eric Dupond-Moretti has been appointed Keeper of the Seals, Minister of Justice in the government of Jean Castex, replacing Nicole Belloubet. Renowned criminal lawyer, one of the greatest in France, fervent supporter of the presumption of innocence, whose verb defended Jérôme Cahuzac, Patrick Balkany, Abdelkader Merah, Karim Benzema or Théo, Eric Dupond-Moretti is a personality to say the least divisive. Some of his positions, such as that in favor of closing the National School of Magistrates (ENM), have earned him complicated relationships with certain magistrates.

"I am surprised, because this is not where we expected it. It seems to me that it does a little bit," said journalist Laetitia Krupa, political communication specialist, at the microphone of Europe 1. "We will still have to be careful not to mix styles. Politics remains a particular practice, although we are in 2020," she continues. His quality as a lawyer can still prove to be an advantage in a tense context. "He is fully aware of all the difficulties that the judicial system is going through. Whether it is the magistrates, the clerks, the lawyers, the justice is really damaged", underlines Barbara, lawyer and auditor of Europe 1.

Barbara Pompili, the compatible Macron ecologist

The former Europe Ecologist the Greens, Barbara Pompili , becomes number 3 in the government with the ecological transition portfolio. The positions taken by the one who joined La République en Marche in 2017 perfectly match the green policy of the President of the Republic. It was for example against the decreasing and anti-liberal orientations among environmentalists and had abstained in 2019 on the free trade treaty between the EU and Canada (CETA), when it was ratified in the Senate.

The new minister is one of the female environmentalists who counts in France, and who was in particular at the origin of the Commission of inquiry on the safety and the security of nuclear installations. Barbara Pompili also passed the law for the recovery of biodiversity. She therefore succeeds Nicolas Hulot and Elisabeth Borne. "This appointment also has a strategic meaning," says our editorial writer Michael Darmon. "It was nevertheless in the negotiations, and even practically in the organization, of this new parliamentary group which left the Republic on the march and which is now called Ecology, democracy, solidarity. At the last moment, it was So you can imagine that beyond her political commitments, she also spared her own future. "

The promotion of Gérald Darmanin

This is also one of the notable facts of this new government: by becoming Minister of the Interior, Gérald Darmanin gains weight. "It is symbolic of the evolution of this government and of the strategic moment in which the President of the Republic finds himself who begins this new stage, that is to say the beginning of his presidential campaign," analyzes Michael Darmon. Re-elected to Tourcoing in the first round of municipal elections in March, Gérald Darmanin will have work to succeed Christophe Castaner.

"He simply has to rebuild relations with the police. But beyond that, Gérald Darmanin has constantly professed that it was necessary to put the people first, his DNA. So, he also comes to repair, in any case try to repair with Jean Castex what is missing in the macronie, which is much too organized on the top of the company and not enough at the bottom. From this point of view, we will see if it succeeds, "concludes Michael Darmon.

Other entries we will hear about

If Eric Dupond-Moretti is the biggest surprise, it is not the only notable entry. Seven other new ministers or deputy ministers are entering government, notably Roselyne Bachelot . The former Minister of Health of Nicolas Sarkozy, much sought after by the media during the crisis linked to the coronavirus, becomes Minister of Culture. "She is a woman who knows politics very well and who is very interested in the world of culture, in which she has a certain aura", especially since her vote in favor of the PACS, analyzes political journalist Marie-Eve Malouines at the microphone of Europe 1.  Franck Riester , who occupied this position, is him clearly "downgraded", since he is dispossessed of Culture to be appointed Minister Delegate for Foreign Trade.

Entrepreneur Entrepreneur Elisabeth Moreno , appointed to Gender Equality, is also one of the new faces, as is  Alain Griset for SMEs, Brigitte Klinkert for Integration, Nadia Hai for the City and Brigitte Bourguignon for Autonomy.

Those who stay

There are pillars that have not budged in this new government of Jean Castex, like  Jean-Yves Le Drian at Foreign Affairs. While Emmanuel Macron would have offered him the Interior on Friday evening, this tenor from Macronie refused the job, preferring to stay at the Quai d'Orsay. We eventually talked about her for Matignon, but Florence Parly remains ultimately Minister of the Armies, where she can lead the revision of the Military Programming Law.

Bruno Le Maire in Economy, Finance and Recovery has not budged either. Or almost. "It is in a logic of quasi Deputy Prime Minister, we will turn a lot to him in September when the stimulus plan will arrive, during the budget debate," analyzes Michael Darmon. Small promotion for Jean-Michel Blanquer , still Minister of National Education but who also recovers Youth and Sports. An expanded portfolio for this high-ranking official, while Roxanna Maracineanu becomes Minister Delegate for Sports.

Marlène Schiappa swaps her post of Secretary of State for Gender Equality for a place of Minister responsible for Citizenship, with the Minister of the Interior.

Those we will no longer see in government

Nicole Belloubet, Muriel Pénicaud, Christophe Castaner, Didier Guillaume , heavyweights of the former government of Edouard Philippe, are not renewed in the new government of Jean Castex. Sibeth Ndiaye is also replaced by Gabriel Attal after 16 months in office. She refused "proposals to be deputy minister" and "will return to civilian life," said his entourage.
