The new law provided for amending the texts of Articles (7), (8), and (38) of Law No. (21) for the year 2015 with other new texts related to the registration of the dispute with the Center for the Friendly Settlement of Disputes, lawsuits that are not subject to the fee established by the law, and the deposit of insurance In criminal cases.

According to the amended Article No. (7), 50% of the value of the fee due on the lawsuit is fulfilled, according to the rules stipulated in this law when the dispute is registered with the Center for Friendly Settlement of Disputes, and the fee due on the filing of the case is fully paid after the fee that is deducted It was performed with the center, in the event the reconciliation between the parties to the dispute was not reached in front of the center, when the dispute was referred and registered with the competent court, and the new text included the return of the percentage that was initially paid when the dispute was registered with the center to the one who paid it, in case the reconciliation was complete. Among the parties to the dispute in front of the center, the aim of this amendment is to encourage litigants to reach a friendly settlement of disputes.

Article No. (8) after the amendment included the identification of cases, requests and appeals that are not subject to the fee prescribed under this law, including suits, appeals or requests submitted by federal or local government agencies in Dubai or any of the Emirates of the Emirates, and cases related to endowments, grants and wills earmarked for work Righteousness and charitable societies if these cases are submitted by these authorities, while the new amendment included cases submitted by shareholders in public shareholding companies against the board of directors of the public shareholding company or its executive management, when these shareholders were from the category of “minority shareholders” in accordance with the legislation in effect, after Delete the percentage specified for these shareholders in the original text, which is estimated at "10%."

Also, lawsuits, appeals and requests that are not subject to the fee stipulated under this law include appeals against the rulings issued for alimony, what is deposited by the bankruptcy trustee on the account of bankruptcy, what the bidders deposit from the price of real estate, and what is deposited by federal and local government agencies on the responsibility of those concerned, and a request to publicize or prove Islam , And the approval of the social assistance request, in addition to the request for death and inheritance.

Article (38) after the amendment included the obligatory of the appellant in criminal cases, if it was not the Public Prosecution, that the court treasury deposit a non-refundable cash insurance of 500 dirhams in misdemeanors and 200 dirhams in violations, with the aim of ensuring that the appellant is serious in submitting his appeal, after he This cash insurance was refundable if the appealed judgment was issued in his favor.

50% of the fees due on the lawsuit will be paid when the dispute is registered at the Settlement Center.
