“The investigation believes that there was sufficient reason to institute criminal proceedings and bring charges, however, Deputy Prosecutor General of Russia Viktor Grin canceled the decision to institute criminal proceedings,” the Investigative Committee said.
Earlier, the UK announced the detention of an investigator of the central office of the department.
