The Ministry of Labor, Social Affairs and Families of the Generalitat has announced this Friday the closure of the Residence of Ullastrell and that of Sant Adrià de Besòs (Barcelona), as precautionary measures until the final resolution of the disciplinary proceedings opened by the "serious irregularities "detected in the operation and organization of the centers during the coronavirus health emergency.

The Government has reported in a statement that it has made this decision after verifying that the centers, managed by companies

APAS Residencial and Residencia Sant Adrià SL, respectively, did not meet the requirements to guarantee the rights of residents in the context of the pandemic, and that it could not be ensured that the addresses of the centers guaranteed the rights of workers.

The Ullastrell Residence Hall is a private center with 34 places -19 of them public- and which was operated on April 16 by the Generalitat, which temporarily replaced the management company by the Fundació Vallparadís with the aim of "redirecting the situation" .

The Ministry opened a sanctioning file to APAS Residential on June 3 for five alleged serious infractions and 11 very serious ones that can be sanctioned with fines of 4,000 euros for serious and 7,900 euros for very serious, in addition to temporary closure of the establishment for a period four years.

As for the Sant Adrià Residence, a private center with 25 places -20 of them public-, it was operated on March 31, its managers were replaced by the Catalan Health and Social Consortium; and a sanctioning file was opened on June 3 for two alleged serious offenses and eight alleged very serious offenses.

The entities responsible for management now have the obligation to make effective the closure of the center in coordination with the Ministry, which has indicated that "it has begun to work on the relocation and guarantee of rights of residents in the coming weeks."

The department has assured that it will offer families, firstly, an alternative in another private center, and secondly, a public square; and has indicated that until the effective closing of the centers, the Vallparadís Foundation and the Catalan Health and Social Consortium will maintain control over the residences.
