CSI 93 police officers checking young people in April 2020 - Ludovic MARIN / AFP

  • Suspected of falsifying reports, theft or violence, four police officers from the CSI 93 were indicted on Thursday.
  • Beyond this case, around fifteen judicial inquiries are targeting this police service created in 2008 to intervene to reinforce local staff.
  • The prefect of police, Didier Lallement, immediately decided to dissolve this service. A decision deplored by the union SGP police-FO unit.

These police officers from the Seine-Saint-Denis departmental security and intervention company (CSI 93) did not know. But the owner of the Saint-Ouen grocery store, in front of which they carried out an identity check which today causes them problems with the justice system, on May 30, 2019, had installed two surveillance cameras above the front door. And their intervention was fully filmed. On the images, revealed this Friday by France Inter, we clearly see one of the agents throwing a cannabis pouch on the ground to justify the arrest of a 37-year-old man who came out from the hairdresser. One of his colleagues then pulls the victim's legs to make him fall violently.

A complaint had lodged a complaint and an investigation opened by the prosecution of Bobigny. On Monday, six police officers were arrested by investigators from the IGPN, the police, who had been looking at them for several months. At the end of their police custody, Thursday, four of them were indicted for "forgery and use of forgery in public writing", "arbitrary violation of individual liberty". Three of the agents involved were also responsible for "willful violence in a meeting". Among these three police officers, one was indicted for “transport and possession” of cannabis, another for “theft by a person holding public authority”. He is indeed suspected of having stolen the victim's phone to prevent him from filming the scene *. All were placed under judicial supervision.

About fifteen open investigations

In addition, these four agents are now prohibited from practicing their profession. "When colleagues behave this way, we can no longer call them police," said a source close to the file visibly disgusted by their attitude. Especially since this resounding affair is only one among others. According to a judicial source, around fifteen investigations are currently targeting a small part of the 148 civil servants assigned to this police service, created in 2008, participating in securing neighborhoods or in law enforcement missions. One of them relates in particular to the discovery on Monday of a drug cache near the CSI car park, in Aulnay-sous-Bois. A few grams of cannabis herb and resin that IGPN investigators suspect was stolen from dealers.

While the image of the police institution has been tarnished for months by accusations of violence, the Paris police prefect reacted quickly by deciding to dissolve the CSI 93. "We do not dissolve the CSI 93 because all the agents would be rotten, insists a police source. But obviously, everything was not kept as it should have been. According to our information, the plainclothes units will be attached to the CSI 75 which will also intervene in Seine-Saint-Denis. Those in uniform will have to choose a position outside the sub-directorate of the specialized services on which the CSI depend.

Dissolution of service

In addition, lines of inquiry have been launched to completely reorganize these police services. “The CSIs are very useful and we don't question their usefulness. We plan to create three instead of four, which would operate in Paris and the suburbs. The agents will work more with the local staff and will intervene a little less when they want to. We will also ask people to move more often, ”continues the same source.

A decision deplored by Grégory Joron, deputy secretary general of the union SGP-Police FO. "It is a communication operation of the police prefecture which operates under emotion. This decision was taken far too quickly in light of the information available today. If the police officers are at fault, they will be punished, he reacts to 20 Minutes . But there are 140 police officers in this service who have proven themselves, who are doing their job properly and who will be dispatched. "
