On Friday, July 3, Russian President Vladimir Putin signed a decree on the official publication of the Constitution, as amended. The head of state said this when opening a meeting with a working group on preparing amendments to the country's main law. According to him, "the citizens of Russia have made their choice."

“Amendments to the Constitution of the Russian Federation, provided for in Article 1 of the Law of the Russian Federation on Amendment to the Constitution of the Russian Federation of March 14, 2020 No. 1-FKZ“ On Improving the Regulation of Certain Issues of the Organization and Functioning of Public Power ”, will enter into force on July 4, 2020,” - stated in a document published on the Kremlin website.

At the same time, the Federal Security Service was instructed to ensure the official publication of the Constitution, as amended, on the official Internet portal of legal information.

The amendments, in particular, stipulate the mandatory indexation of pensions, benefits and other social benefits, and also stipulate that the minimum wage (minimum wage) cannot be lower than the subsistence level. In addition, the provision on the succession of Russia in relation to the USSR, the status of the Russian language as the language of a state-forming people, a member of the multinational union of equal peoples of Russia, is fixed. At the same time, children are declared the most important priority of state policy.

The head of state emphasized that the amendments enter into force “by the will of the people”. He expressed gratitude to "everyone who made their responsible decision."

“We made this significant decision together, as a whole country, and it concerns those values ​​and basic principles that underlie the further development of Russia, make us truly one people, one whole. I want to say many thanks to those who worked at the polling stations, members of precinct commissions, tens of thousands of volunteers and observers, ”Putin explained.

The Russian leader emphasized that the results of the vote demonstrated "a high level of consolidation of the company on key issues of national importance." In this regard, he called on the government, the leaders of the constituent entities of the Russian Federation, parliamentarians "not to contemplate, but to act."

“We are talking about the upcoming qualitative development of the entire legislative base of the country. It must fully comply with the updated Constitution. After all, it was obvious that if citizens support the amendments, serious, large-scale legislative work will be required, and this moment has come, ”the head of state said.

“The most important thing is to increase the income level of Russian families”

In addition, during a conversation with the participants in the meeting, Vladimir Putin noted that there were no and will not be restrictions on rights based on race, sexual orientation, and religion. The head of state explained that the country opposed the promotion of non-traditional sexual relations among minors.

“Let a person grow up, become an adult and determine his own destiny. We simply don’t need to impose anything, here we are against what, ”Putin said.

The President also expressed his intention to meet with the leaders of Russian public organizations of persons with disabilities and promised to work out the issue of assistance to bank depositors who lost their funds. In addition, Putin expressed the hope that Russia will not have “an outbreak of unemployment due to coronavirus and restrictions.” He also spoke about the income level of Russians.

“The most important thing is to increase the income level of Russian families. While we have not achieved the ideal option here, on the contrary, people's income level is declining. Therefore, we need to think about how to support them, ”Putin said.

Recall that citizens of the Russian Federation could vote for a week - from June 25 to July 1. At the same time, residents of Moscow and the Nizhny Novgorod region were given the opportunity to cast their vote remotely using electronic ballots.

The Russians were asked to answer one question: “Do you approve of changes to the Constitution of the Russian Federation?” The participant could put a “yes” or “no” mark on the ballot.

As stated by the chairman of the Central Election Commission, Ella Pamfilova during the meeting of the CEC, said that the all-Russian vote "passed as openly as possible, safe, free and democratic." She said that 74.2 million (67.97%) of 109.19 million people with the right to vote came to polling stations. Of these, 57.7 million (77.92%) supported amendments to the basic law.

“All of our citizens had the opportunity to freely express their will in this way and in the form that they preferred, because we offered a fairly wide range of options in terms of voting, time, type and place,” she said.

“As a result, we can state with you that the voting data is reliable, the legitimacy of the voting results is undeniable,” said Pamfilova.

According to her, the CEC did not have at its disposal complaints on voting on amendments to the Constitution of the Russian Federation requiring consideration by a working group.

On the eve of the press secretary of the head of state Dmitry Peskov described the recent all-Russian vote as a referendum on confidence in Vladimir Putin.

“Definitely (in the Kremlin. -  RT ) is considered a triumph (voting results). In fact, a de facto referendum on confidence in President Putin was held, ”Peskov said.
