  Recently, the two houses of the US Congress passed the so-called "Hong Kong Autonomy Act". This move seriously violated international law and basic norms of international relations and was gross interference in Hong Kong affairs and China's internal affairs. The National People's Congress of China strongly condemned this and expressed its firm opposition.

  National security legislation is the central authority in all countries of the world. The Central Government has the greatest and ultimate responsibility for the national security of the Hong Kong Special Administrative Region. In accordance with the Constitution of the People’s Republic of China, the Basic Law of Hong Kong and the relevant decisions of the National People’s Congress, the Standing Committee of the National People’s Congress formulates the Law on the Maintenance of National Security in the Hong Kong Special Administrative Region is entirely China’s internal affairs, and no foreign country has the right to interfere.

  The relevant laws passed by the Standing Committee of the National People’s Congress are aimed at a very few acts and activities that seriously endanger national security, which is conducive to the resolute and effective maintenance of national security, the maintenance of the rule of law in Hong Kong, the suppression of violence and chaos, and the protection of the rights of Hong Kong residents in accordance with the law And freedom. The relevant laws are powerful safeguards for the Hong Kong Special Administrative Region to enjoy a high degree of autonomy according to law, and will help ensure the stability of "one country, two systems" and safeguard the prosperity and stability of Hong Kong.

  Hong Kong is a special administrative region of China. The legal basis for the Chinese government’s governance of the Hong Kong Special Administrative Region is the Constitution of the People’s Republic of China and the Basic Law of Hong Kong, not the “Sino-British Joint Declaration”. After the return of Hong Kong, the Chinese government announced in the "Sino-British Joint Statement" that the Hong Kong principles and policies have been incorporated into the Hong Kong Basic Law, which has been fully and effectively implemented, and there is no problem of China's violation of "international obligations".
