  • Mexico. López Obrador directly ordered the release of the son of 'El Chapo' Guzmán
  • Pandemic. Mexico exceeds 20,000 coronavirus deaths and delays its return to normality

In early June, a document arrived anonymously at the offices of the National Palace in Mexico City. In total, seven typed pages, marked as 'Confidential' and headed by a title of the best espionage novels: 'Rescatemos a México: Proyecto BOA (Bloque Opositor Amplio)' . Scandalized by its content, the country's president, Andrés Manuel López Obrador, decided to show it to the media on the morning of June 9: "I even amused myself by making this known because they cover up so much that they think no one will know, but now things in Mexico fortunately are known before they happen, "he assured.

The supposed 'BOA Project' proposed the union of the main opposition parties, businessmen and related media to conquer two objectives: "To displace Morena from the Chamber of Deputies in 2021 and revoke the presidential mandate in 2022." No one could confirm the authenticity of this document, but its very existence allowed the Mexican president to continue encouraging an idea that he would reinforce the following day with this reflection: "Why so many parties? There should better be two: the liberal party and the conservative party. And why so many games if in the end it is one? " When the López Obrador government is two years old, and in the absence of a year for the midterm elections, EL MUNDO has interviewed experts and important opposition actors to check the viability of this Broad Opposition Block and the strategy behind it. the president's suggestions.

Héctor Larios , Secretary General of the PAN (main Mexican conservative party), considers that the supposed Project BOA "is an apocryphal document prepared by themselves, which responds to a polarization strategy that suits the President. It divides the world into two camps: good and bad . " The Secretary of Political Operation of the PRI, Graciela Ortiz , agrees with Larios' analysis: "It is not serious nor does it present any element that allows us to think that it existed or was elaborated by alleged opposition groups. What is striking is that it is called surprised a government that throughout its existence has maintained a recalcitrant and systematic opposition. "

The curious succession of events - from the appearance of the mysterious document, to the president's statements the following day in favor of a bipartisan system - led many to suspect that, in reality, the 'Project BOA' was 'cooked' inside the Palace National. The objective would be twofold: to strengthen Morena's vote in the face of the existence of a supposed coup plan and to force the opposition parties to define themselves. Khemvirg Puente , coordinator of the postgraduate degree in Political Science at UNAM, is clear about this: "He wants electoral processes to become a referendum: 'yes' or 'no' to the president's policies . He believes that with the support he has from one sector of the electorate is enough to establish itself as a leader in front of any other. This polarization would suit him and that is why he is causing it in his speech on a daily basis. "

The messianic leader of Morena has insisted on numerous occasions that in Mexico there are only two possible political positions: "No half measures, that each one places himself in the right place. Either one is for the transformation or one is against it." While from the press conferences offered daily by López Obrador, he marks the media agenda, from the Chambers (where his party has a majority) he also marks the political agenda. This reality has so far prevented the appearance of counterweights that discount his speech. Next year's midterm election could change things , so the opposition has already set to work.

Far from conspiracy theories such as the so-called 'BOA Project', the possibility that two historically opposed parties, like PRI and PAN, may unify under the same initials (as the president claims) is still very remote. Héctor Larios dismisses it completely: " We can make certain agreements but we cannot ally ourselves with the PRI . Our historical struggle has been against them and our voters could not understand it." For her part, Graciela Ortiz , of the PRI, is not so forceful in her predictions; He insists that it is still early to draw conclusions: "We have not yet discussed it internally because it is premature, but the option of joining forces is neither ruled out nor assumed."

Both political leaders agree on the option of meeting and agreeing on matters of common interest, but as Ortiz maintains, "the matter of the Broad Front has not been raised, what will always be raised is to agree on specific issues." Khemvirg Puente also does not believe that this alliance is viable: " It is difficult for them to become a great coalition for ideological and historical reasons of their own voters . There may be short-term coalitions, but each one will defend their own loyal electorate and they will not cede it to a stable coalition that would not be identifiable. "

An unprecedented referendum for 2022

López Obrador is aware that he will not be able to complete his long-awaited revolution during this administration. The profound changes promised, added to the logical delays that the coronavirus crisis will cause, will force his party to win the presidential elections in 2024 if they want to consolidate the project. Despite the fact that the Mexican Constitution prohibits reelection, the president has had to clarify that he will not run again for the elections . There are elements to suspect the contrary, because it has already shown its intention to change the rules of the game. For 2022, he has proposed an unprecedented recall referendum and is now betting on the suitability of a bipartisan system that forces Mexicans to choose between two options: they are with me or they are against the people.
