But these changes mainly go in the sphere of understanding the scope of the rights of people's freedoms. Of course, these ideas are constantly expanding, just as the mechanisms for protecting rights and freedoms are constantly expanding and improving, ”he said.

As the senator noted, many countries, including European ones (for example, France), have undergone "several constitutional reforms over the past decade."

“In Italy, several attempts were constitutional changes quite serious. And even if we talk about the USA, where there are not so many amendments, 27 for 230 years, but in fact, we, in general, understand well with you that the US Constitution is changing very quickly and very significantly, ”he added .

According to him, each country itself “chooses both the model of the Constitution and the procedure for introducing amendments to it”.

“Now look how many countries we have - UN members? A lot, yes? A hundred with good-good such and such a plus, and how many of these states really have sovereignty, here is sovereignty, as the Russian people, Russian citizens understand, for example. Are there many countries that truly pursue their domestic and foreign policies independently, based on the interests of the people who live in this country. Do you have a lot of such states? It seems to me not very much, right? But Russia belongs to such countries exactly, ”Klishas emphasized. 

Earlier, Russian leader Vladimir Putin, in an appeal to the Russians, called on all citizens to vote on constitutional amendments, noting the importance of each vote.
