The PP sees near an agreement with the Government on the strengthening of the health system and on the European Union. They are two of the working groups of the reconstruction commission in which the positions of the popular and socialists are "very very close", after the amendments to the document of conclusions of the PSOE have been presented, which serves as the basis of the talks. "It would be surprising if there were no agreement" in those two areas, they point to EL MUNDO in the Popular Parliamentary Group.

The popular ones are going to meet this Tuesday with the socialists in Congress to try to close the pacts. All hopes are placed in the health and EU documents, in which the differences are salvageable and the interest in reaching an agreement has been found "reciprocal", according to PP sources.

This Tuesday is the key day for the two main parties in the parliamentary arc to approach positions and this Wednesday the amendments will be voted in the working groups. Those that are not transacted will be converted into individual votes. On Friday, the agreed texts - and those particular votes - will be brought to the plenary of the reconstruction commission. And, if the proposals are approved, that text (with the live amendments) would be presented in plenary session of Congress next week for final vote.

In the health section, the former minister Ana Pastor already made notable positions with the current head of the portfolio, Salvador Illa, last week. The PP proposed a new model for nursing homes -as this newspaper advanced-, and the PSOE is willing to accept most of the proposals of the decalogue that Pablo Casado prepared for his Cajal Plan . The state agreement is not closed, but there are few fringes to finish it off. "We will do everything possible," they say in the PP.

Sanitary conditions of the 'popular'

For the PP, it is essential that the PSOE accept a reinforcement of primary care, the creation of "a National Agency to coordinate the entire health system", the creation of a strategic stock of medical supplies and a "solvent" surveillance system based in regulations that truly control coronavirus outbreaks.

These are things that Illa has accepted - or proposed - to a great extent in recent days. In fact, last week he assured that the Government will shortly approve a preparation and response plan for Covid-19, which will include a strategic reserve and the national production of sanitary material, as well as a guide with epidemiological criteria for control. of spikes and a possible second great wave of infections.

In the field of proposals on the European Union, the PP amendments soften the position of popular MEPs regarding the European fund for aid against the coronavirus crisis. Aware that this is a point of friction in which the Socialists and United Podemos are attacking Casado under the premise that the PP is tripping the Government in Brussels, the popular have presented a new wording that seems easily consensual to them.

The document on the EU

The amendment reads as follows: "It is necessary that the States that are going to receive the aid, as is the case of Spain, optimize the use of community financing, for the financial sustainability of their public accounts, and align their policy objectives economic with the main axes proposed by the European Commission, particularly regarding the Green and Digital Agenda and avoiding as far as possible the financing of projects that do not lead to sustained growth and promote a long-term recovery. Community financing instruments have to have the objective of causing a real transformation of the economy. " In the Popular Parliamentary Group they believe that there will be no problems in transacting this text with the Socialists.

Of course, the PP document on the EU makes a bet on tax cuts and budget orthodoxy, knowing that the PSOE will not accept it.

Upstream, tuning is less. Serve as a sample button the fact that Sánchez has spent almost two months without telephoning Casado. This Monday, in Galicia, the leader of the Popular Party returned the most recurring accusation to the Prime Minister, to pay him in his own currency: "I am concerned that Sánchez is so edgy."
