The mayors have said enough, after weeks of no promises and broken promises. The governing board of the Spanish Federation of Municipalities and Provinces ( FEMP ) has unanimously agreed to require the President of the Government, Pedro Sánchez, an urgent meeting to discuss financial aid in the fight against the coronavirus and its social consequences.

The municipalist discomfort has dragged on since the first days of the state of alarm, when Sánchez stated in a videoconference with the FEMP that they were going to be "priority" in the de-escalation process and promised to meet with the mayors every fortnight.

Nothing is further from reality. That was the last time that they saw the face of Sánchez and the municipalities still do not receive a single euro from the central government. Nor without obtaining the awaited permission to be able to spend the surplus of 28 billion and face the extra costs derived from the current crisis.

The meeting that the FEMP now raises, which starts at the proposal of the PP spokesman and Mayor of Zaragoza, Jorge Azcón , consists of three points. The first is to define financial aid to local entities to respond to the post-Covid-19 reality .

Points to fulfill

In theory, the city councils were going to receive from the Government a relief fund of 5,000 million and another of 1,000 specific for public transport.

The second point refers to the management of the minimum vital income, which the municipalities have assumed, and the cost it entails for them. They will demand that they be paid the effective cost of that management, which they estimate is around a total of 200 million.

And third, define the financial support measures regarding the spending rule and the cash surplus, with the possible modification of the spending ceiling established by the Financial Stability Law.

Full agreement of forces

At the FEMP meeting, Azcón was the one who raised the need to send Sánchez a formal interview request. An idea that was supported by the Mayor of Rivas-Vaciamarid, Pedro del Cura , from IU-Podemos, and by the spokesman for Ciudadanos and Mayor of Granada, Luis Salvador .

After a few minutes of doubt, the socialist representatives, who during the state of alarm had tried to avoid a clash of the municipalities with the central Executive, joined the initiative.

Not in vain both the president of the FEMP and mayor of Vigo, Abel Caballero, and that of Valladolid, Óscar Puente , moved in the last meeting of the Federal Executive of the PSOE that the situation of the municipalities is limit, demanding a response from the Treasury .
