The next course will start in Andalusia in person with a reinforcement of staff to facilitate the adoption of extraordinary security measures against the coronavirus and the splits in those groups that have more than 20 students, as announced on Tuesday by the Minister of Education, Javier Imbroda.

The plan designed by the Board to face the changes required by the epidemiological situation does not imply a drop in official ratios per classroom, but it does provide for staff to reduce the groups in cases where the management of the centers considers it necessary. In this way, the Ministry of Education does not impose as a rule a maximum number of students per classroom different from that set by the LOMCE (25 students in Infant and Primary; 30 in Secondary and 35 in Baccalaureate), although it offers means to the management teams to that the larger groups can be somewhat relieved.

This extraordinary staffing will be used to arbitrate divisions but also to ensure that the sanitary measures dictated by the Ministry of Health are complied with.

"We give autonomy to the centers , but autonomy without resources generates overload. That is why we make human and technological resources available to the centers," said Councilor Imbroda.

Each center must have a 'Covid team', which will be in charge of preparing a specific plan for each scenario based on the evolution of the pandemic. The person in charge of that team will have a reduction in their teaching load to face the new tasks and there will be a liaison person at the nearest health center.

The other leg of the so-called Education Action Plan 2020-21 is precisely the reinforcement of the technical means that teachers will be able to use both in face-to-face teaching and if they had to return to distance learning due to a new confinement. In this scenario, the same devices can be made available to both teachers and students to ensure that training can continue electronically. A total of 150,000 electronic devices will be delivered to the centers, in addition to those that will be purchased through the program launched by the Ministry of Education to serve the most vulnerable students. It is also planned to connect 100% of the centers to the internet (more than 90% are currently connected). The total investment in infrastructure exceeds 140 million euros, according to data offered by the Ministry of Education.

Beyond the new material and human endowment, the Board's plan for the beginning of the course does not specify how the minimum distance between students will be guaranteed or if spaces outside the center will be enabled to facilitate the unfolding. The Ministry of Education explains that the casuistry of the centers is so wide that they must be the ones that take measures based on their needs and alternatives. Students will have to wear a mask if it is not possible to guarantee a minimum distance of one and a half meters, unless they can establish what the counselor defined as "closed groups of coexistence" .

The Ministry of Education is also going to launch a reinforcement program that will make up for lost time for students who, for some reason, have been "cut off" from online teaching.

According to Imbroda, the centers have identified "with names and surnames" those students who have not followed online education daily and that number about 90,000 , of whom only 30,000 have been disengaged because they did not have an adequate electronic device. The rest have not followed classes due to lack of interest, lack of family support "or because they did not want to." They represent 2% of the total student body, which is around 1.8 million in non-university education.

There will be a school reinforcement program for them, which will begin this July with the Summer Reinforcement Program, in which 7,500 students and 1,500 teachers will participate in 200 different centers. And it will continue with the Reinforcement, Orientation and Support Program (PROA), which will start in September with recovery classes and sports activities after school.

For the "most vulnerable" students, there will be an extraordinary staffing, with 152 new PTIS (Technical Professional of Social Integration).

Cleaning services will also be expanded , with 1,500 new workers, and 25 million euros will be allocated to the reform and adaptation of spaces in 1,064 institutes, conservatories, official language schools and permanent education centers.

Finally, the Ministry of Education is committed to providing alcohol and products for the daily disinfection of classrooms to both public and private schools and nursery schools and has announced that, before the incorporation in September of students and Teachers, precise instructions will have been published on the daily hygiene and ventilation measures in the classrooms that will be put in place to comply with the guidelines of the health authorities.

In total, the Board has 600 million for this plan to return to classrooms "in person and safely", 400 of which are borne by the budget of the Ministry for 2020 and the rest will be allocated from the 2021 budget.
