The PP is not willing to let the government's management of the coronavirus pandemic be forgotten, and intends to demonstrate all its errors in the explanatory memorandum of the final document to be approved by the commission for the reconstruction of Congress. The popular ones have extended their work in the group dedicated to health by presenting a total of 176 amendments to the draft conclusions prepared mainly by the PSOE and United We Can.

Thus, the PP proposes to add, by way of opening or presentation of the document, a text that chronologically reviews the alerts and warnings issued by international organizations since January in relation to the SARS-Cov-2 outbreak and which were , he points out, "minimized" by the Government, generating, consequently, "a public health crisis that has plunged the health system into a situation close to collapse, never experienced before."

"The Spanish authorities," says the popular text , "erroneously marked a national strategy based on a scenario of very few cases, very localized and treated in a single center." "It is evident," they add, "that the epidemiological alert system did not work properly" and the decisions to be taken in relation to it by the Executive were "too many erratic and hesitant".

The chaos of shopping

The text proposed by the first opposition party also stresses the chaotic supply of medical supplies and notes that, despite the risk of "rapid depletion" of stocks, the Government "undervalued the WHO alert and experiences from other countries and did not take any measures to ensure their supply or alert the autonomous communities to prepare for the pandemic. "

Thus, they emphasize that "the centralization of purchase management was a pointless decision that resulted in a serious shortage of basic medical supplies." "As of today," they insist, "millions of equipment remain undelivered and many of those delivered have been found to be defective." The lack of this protective material has exposed, according to the PP, the "danger" posed by the non-existence of a national sanitary material industry.

The popular ones also point out the dysfunctions that were registered in the coordination between public administrations. At this point they affirm that the Ministry of Health was not able to "function as the central node of a system of response to the health crisis, aligning all the actors involved." And they conclude that the centralization of skills "often posed more obstacles to recovery than solutions to the crisis."

Dramatic consequences

The department that Salvador Illa directs points to the "notorious absence of action protocols", the lack of clear indications to follow and the contradictory messages sent to the population. And to all this they add "the lack of reliable and truthful information provided by the ministry."

This "mismanagement", they affirm in the PP, has had "dramatic consequences" for Spain, a country that, they recall, is among the worst in the world in terms of infected people, people who died per million inhabitants and seriously ill admitted to the ICU.

The PP does not forget in its amendment to the explanatory memorandum of the conclusions text to influence the dance of death figures and considers "inexplicable and offensive" that thousands of people are excluded from the official accounting of Covid-19.

The popular text also refers to the group of toilets that "has suffered in the first place from the bad management of the pandemic." They point out that "at the end of February", professional organizations were warned by the ministry to suspend all kinds of events and congresses, and despite this, no appropriate measures were taken to prevent more than 50,000 health professionals from becoming infected.

Therapeutic limitation

No health system, they add, "can resist an avalanche of patients like the one experienced: more than 6,000 ICU patients and 950 deaths in a single day." In spite of everything, they emphasize, the system was able to reconvert in a short time, "although at some point", they point out, "situations of overload put certain hospital services on the verge of collapse, making it necessary to limit treatment due to lack of resources."

After this point, the document refers to the effects of the pandemic on people living in nursing homes , "the main victims," ​​he says, "of the delay in decision-making due to the epidemiological alert."

Based on this "diagnosis" of what happened during the crisis, the PP is committed to tackling with "urgency" the pending reforms of the National Health System with a state health pact that includes short and long-term measures to deal with possible outbreaks of the virus and, in general, "the health challenges of the 21st century"
