It supplements and improves the circumstances that constitute crimes.   The second is to maintain national security and biological security, prevent biological threats, and integrate with the Biosafety Law, adding three types of criminal acts: the crime of illegally editing human genes and the cloning of embryos; the crime of seriously endangering the safety of the national human genetic resources; illegal Handling crimes of invasive alien species, etc.
