In order to protect public health safety, summarizing the experience and needs of the new coronary pneumonia epidemic prevention and control, and linking with the revision of the Wild Animal Protection Law, Biosecurity Law, Infectious Disease Prevention Law and other laws, it is proposed to make the following amendments to the Criminal Law:
One is to amend the crime of obstructing the prevention and treatment of infectious diseases, and to further clarify the infectious diseases such as New Coronary Pneumonia and other legally determined infectious disease management measures that fall within the scope of this crime. It supplements and improves the circumstances that constitute crimes. The proposed preventive and control measures include the illegal sale and transportation of contaminated items in the epidemic area.
The second is to maintain national security and biological security, prevent biological threats, and integrate with the Biosafety Law, adding three types of criminal acts: the crime of illegally editing human genes and the cloning of embryos; the crime of seriously endangering the safety of the national human genetic resources; illegal Handling crimes of invasive alien species, etc.
