  With the convergence and integration of information technology and human production and life, various types of data are rapidly growing and massively gathered, which has a major and profound impact on economic development, social governance, and people's lives. Data security has become a major issue related to national security and economic and social development. The formulation of the Data Security Law has been included in the legislative plan and annual legislative work plan of the 13th NPC Standing Committee.

  The main contents of the draft include: First, in accordance with the requirements of the overall national security concept, establish basic systems for data security protection and management, improve national data security assurance capabilities, effectively respond to national security risks and challenges in the non-traditional field of data, and effectively maintain National sovereignty, security and development interests.

  The second is to insist on equal emphasis on security and development, stipulate measures to support and promote data security and development, improve the level of data security governance and data development and utilization, and promote the development of the digital economy with data as a key element.
