After a first round marked by the controversy around its maintenance in full epidemic of coronavirus, then by the record abstention, the citizens are again called to the polls Sunday for the second round of the municipal elections. While concern persists, the vote will take place in reinforced sanitary conditions, several rules of the electoral code having been adapted. Europe 1 takes stock of the planned measures. 

Conditions for reduced powers of attorney 

The aim of this innovation is to boost participation: any voter may be the holder of two proxies, allowing them to vote in place of another person, instead of one until now, within the same municipality .

Also for the first time, such requests for powers of attorney could be collected in "places welcoming the public" listed by the prefects, and no longer only in police stations, gendarmeries and courts. To limit the risk of fraud, the persons empowered to collect them remain the same - police officers, gendarmes ... But neither mayors nor assistants have the right to do so, despite their quality as police officers judicial.

Maximum contact limitation

The voter card should not necessarily be stamped after signing the signature list to limit exchanges. And as in the first round, the polling stations will have to be set up to ensure a distance of at least one meter between each person. 

In addition, the number of voters who can simultaneously access the same office will be limited and priority will be given to vulnerable people to vote.

Wearing a mask and hydroalcoholic gel

Each polling station must be equipped with a water point with soap or hydroalcoholic gel and all those present must wear a mask. For voters, it will be either a "general public" mask or a surgical mask and they may be asked to remove it to allow them to be identified. A display reminding the obligation to wear a mask and the barrier measures must be in place at the entrance of each polling station.

In the department of Vendée, the State came to the aid of the 15 municipalities concerned by this second round: an endowment of 80,000 masks, 1,700 protective visors and 800 bottles of hydroalcoholic gel. In Saint-Hilaire-de-Riez, where Europe 1 has visited, 150 visors, 7,000 masks, 36 bottles of hydroalcoholic gel are available. Read our report. 

Protect tellers

The members of the polling station (consisting of a president and two assessors), the tellers, the voters attending the count and, if necessary, the candidates and their delegates, must wear a "surgical" mask. At the end of the vote, it will be possible to assist in the counting provided, again, to wear such a protective mask and to respect the barrier gestures, within the limits of reception capacities.

To prevent vulnerable people from being exposed if there is a lack of assessors, they will be taken from among the voters present in the following order: "the youngest, then the second youngest voter", and not the oldest then the oldest young, as is usually the case.
