  • Health. Salvador Illa and Ana Pastor negotiate the PP's support for the 'new normal' decree

The PP has already drawn up its health conclusions on the Congress Reconstruction Commission. Among the main measures proposed by the popular ones , the creation of a new health care model for nursing homes stands out, according to the document, advanced by Sanifax and accessed by EL MUNDO.

Specifically, the PP advocates a new model of "shared healthcare" for residences. How? Strengthening the "coordination between the professionals of the health center, the health personnel of the residence hall and the specialists in geriatrics".

"The creation of multidisciplinary teams for the care of elderly complex patients with chronic and degenerative diseases will be encouraged, with the participation of geriatric doctors and nurses," adds the proposal. And it will promote "the incorporation of more technological and health resources (more nurses) into residences," she insists.

This text should serve as the basis, according to the popular ones , for a State pact with the Government in health matters. In fact, former Minister Ana Pastor is negotiating with the current Minister of Health, Salvador Illa, the terms on which the possible agreement would pivot.

Both have approached positions to the point that the PP sees it likely to close the pact. If there is an area in which they can agree with the PSOE, it is this, the sources of the Popular Parliamentary Group consulted recognize. In fact, the last point of the document proposes reaching a consensus with the Government "a State pact for health that would have to accommodate the proposals that appear here."

A legal framework for regrowths

That is, if Illa does not assume an important part of the measures proposed by the PP, the popular ones will refuse the pact. But the truth is that the Minister of Health has already given the go-ahead to half of the 10 main lines of the Cajal Pact , which has been the basis for this proposal.

The PP has an obsession: to establish a legal framework that allows it to rapidly combat new outbreaks of coronavirus. For this reason, its conclusions document emphasizes that "a re-emergence of the pandemic may arise."

"Many attendees took it for granted during the Reconstruction Commission; they could not define its virulence, but they anticipated that it is highly foreseeable that it could occur in October or November. Spain, necessarily, must be prepared for this or any other outbreak," reads the document.

For this reason, the PP calls for "an urgent action plan" that goes through a "reinforcement of the surveillance systems that include technological resources and a pool of specialized professionals necessary to give an adequate response to any crisis."

Strengthen primary care

One of the main ideas of the PP document, and which is essential to sign an agreement with the PSOE, is "the creation of a National Public Health Agency that would have a pandemic monitoring unit and would be made up of a representative from each one of the autonomous communities, under the coordination of the General Administration of the State ", and would be in charge of preparing health strategies at the state level, including promoting what legislation should be presented in Congress. The PP also advocates an increase in primary care , in which it demands greater technology.

The document's explanatory statement is the framework for criticism. The Popular Party begins by recalling the international alerts that the Executive ignored and that "coordination between administrations did not work properly."

One of the steepest reproaches is that referring to the "continued dance of the figures offered by the Ministry of Health, which seriously cast doubt that the 28,000 official deaths are the actual number of deceased persons." "The consequences of this mismanagement of the crisis have been dramatic."
