According to the Ministry of Ecology and Environment, Sichuan has clarified three types of minor environmental violations that are exempted from punishment, and no longer imposes fines or late fees on four types of circumstances. As of the end of May, 30 minor environmental violations that met the conditions were exempted from punishment. The Shanghai Municipal Justice Bureau and the Shanghai Eco-Environmental Bureau issued the "Exemption List for Minor Ecological and Environmental Misconducts", which rectified 11 minor violations in the ecological environment in a timely manner and exempted them from punishment without harmful consequences. The Jinan City Eco-Environmental Bureau issued the “Implementation Opinions on Mitigation and Exemption of Administrative Penalties (Trial)”, which stipulates 16 specific situations for mitigation and exemption of environmental administrative penalties, and is valid for one year. At present, an application for exemption from administrative penalties submitted by one enterprise has been agreed. The Zhengzhou Municipal Bureau of Ecology and Environment issued the "Exemption Penalty List for Minor Ecological and Environmental Violations (Trial)", which clarifies that 12 minor environmental violations with minor environmental impacts are exempted from punishment, but they are given administrative guidance in writing. At present, two minor violations have been exempted from punishment based on the list of exemptions.
