A complex voting system

The metropolitan area of ​​Lyon has the distinction of being divided into 14 districts with, for each, depending on their demographic weight, a number of metropolitan councilors ranging from 7 to 17. Villeurbanne is the one that counts the most. In total, 150 advisers will be appointed Sunday evening and they will be responsible for electing the president in a second step.

On Sunday, the list, which has won the most votes in a constituency, will automatically obtain half of the seats to be filled there. The rest will be distributed on a proportional basis between the different lists, including the one that came out on top. Hence the importance of winning key bastions. The districts of Rhône Amont (Décines-Vaulx-en-Velin), Lônes et Côteaux (Givors, Oullins, Girgny…) and Val de Saône, which have between 12 and 14 seats each, are already attracting the desire. Without forgetting the West of Lyon as well as the districts of Lyon center and Lyon West, each holding 11 seats.

A decisive third round

"There will probably be no majority that will emerge on June 28," predicts a LREM MP. The alliances formed between the two towers (EELV-FI-PS on one side and LR-LREM on the other) are likely to confuse part of the electorate. A certain number of environmental activists could be reluctant to vote France Insoumise. It is also possible that right-wing voters hesitate before slipping a ballot in favor of Gérard Collomb's teams in the voting booth. And vice versa.

"Environmentalists will certainly be in the lead in the number of seats, but everything will be decided in the third round ... and even by a relative majority," says an elected official. On July 2, several rounds may be necessary to bring the future winner the absolute majority, namely 76 votes. "If Bruno Bernard (EELV) already has 76 seats on June 28 or it exceeds 70, it will be folded," he continues. But the scores will be tighter than that. " The final result, in this case, will certainly depend on past negotiations and agreements tied behind the scenes.

"It's a bit like the legacy of the old Courly," smiles a deputy. Gérard Collomb was also very strong during the 3rd round ». In 2014, the vast majority of the left (including environmentalists) had only 77 seats out of 162 in Grand Lyon. But the outgoing mayor of Lyon had managed to collect 92 votes in his favor, against 58 for his right-wing opponent François-Noël Buffet… with whom he agreed today. At the time, Gérard Collomb was able to convince the centrist or independent mayors of the Synergie group to join him. As he had already done in 2001 when he succeeded Raymond Barre when he was a minority in number of votes.

David Kimelfeld in ambush?

Will the presidency be played out between Bruno Bernard and François-Noël Buffet, given side by side in the polls? In the shoes of the outsider, the outgoing president of the metropolis David Kimelfeld, who has not made any alliance, could have a card to play if he achieves a good score on Sunday. This is what his campaign team is persuaded of who presents him as "the man of the gathering". “He has the advantage of the outgoing. He proved that he knew his files. The last three years have allowed him to build relationships with and be appreciated by mayors of all stripes, said a running mate. If the latter are re-elected on Sunday, something can happen ”.

From there to imagine that right-wing mayors or environmental advisers could vote in favor of David Kimelfeld, there is only one step that political observers would see take. When Gérard Collomb left the Ministry of the Interior to return to these Lyonnais lands, several elected representatives on the right had praised the qualities of his successor, emphasizing his ability to consult and listen to each other's opinions. But for David Kimelfeld to weigh in the debates, he will have to rise to second position or not be left behind by his two opponents.
