Summer is here, which means it's high season for many of the country's various theme parks.

On Monday, the news came that amusement parks should not be exempted from the rules that a maximum of 50 people may be gathered. This means that large amusement parks like Liseberg and Gröna Lund are forced to close in the summer. But at the same time, water parks and zoos are allowed to stay open.

What is crucial is whether or not the activities that occur in the park are considered public gatherings and public events.

Counted as a public event

Tivolin is an example of something that is regarded as a public event and is thus subject to the severe restrictions.

"By amusement is meant that amusement devices, such as carousels and roller coasters, are made available to the public," writes Sofie Klahr, a lawyer at the Police Authority, in an email to SVT.

That is why, for example, Gröna Lund and Liseberg are counted as a public event, while zoos, where the main attraction is to look at animals, are not counted as a public event or public gathering.

"Thus, the requirement applies to a maximum of 50 participants, for example Liseberg and Gröna Lund, but not zoos," writes Sofie Klahr.

May have parts of the park open

Some amusement parks that have several different kinds of activities, such as a zoo section and an amusement park, may have parts of the amusement park open during the summer.

"There are parks that count as theme parks that do not fall under public events or public gatherings," Sofie Klahr writes, continuing:

"Some theme parks, on the other hand, contain theatrical performances, which means that these parts are classified as a general gathering, while some theme parks contain, for example, water slides, which are classified as a fun event and thus as a public event."
