In their judgment Thursday, the magistrates of Marseilles rejected the appeal of the Minister of Justice, Nicole Belloubet, of December 17, 2019, considering that the Minister of Justice "is not founded to maintain that it is wrong that the court Bastia administrative office annulled the prison administration's decision of May 4, 2018.
Intervening in two Corsican prisons
The authorization of Imam Hamid Lamrani Elhouabi, who worked in the prisons of Borgo (Haute-Corse) and Ajaccio, had been withdrawn from him for the first time in February 2017. After an initial annulment of this decision by the administrative court de Bastia, the prison administration had withdrawn its approval a second time, "on the basis of new information", in 2018.
In his appeal against the judgment of the Bastia administrative court of October 17, 2019, the Keeper of the Seals had in particular highlighted a meeting in February 2016 in a school in Ajaccio, during which Hamid Lamrani would have refused to shake hands “de several women ”. On this point, the Marseille administrative court replied that Hamid Lamrani would only have refused to shake the hand of a schoolteacher, a gesture he would then have "publicly regretted".
