Xinhua News Agency, Beijing, June 20 (Reporter Luo Sha) On June 1, 2020, the 58th meeting of chairmen of the 13th NPC Standing Committee reviewed and adopted the adjusted 2020 NPC Legislative Work Plan . On June 20, the adjusted legislative work plan was announced. The plan emphasizes that to meet the needs of the development of the party and the country, provide legal support for epidemic prevention and control and economic and social development, do a good job in ensuring the country's major strategic rule of law, and strengthen legislation in important areas.

  The plan proposes to focus on the construction of a government governance system governed by law, to promote the optimization, coordination and efficiency of the functions of national institutions, to revise the Administrative Penalty Law, the Administrative Reconsideration Law, and to formulate personal information protection laws.

  Regarding the relevant laws in the field of public health, it is planned to propose amendments to the Animal Epidemic Prevention Law, Wildlife Protection Law, Frontier Health Quarantine Law, Infectious Disease Prevention Law, Emergency Response Law, etc. In terms of promoting high-quality economic development, the plan proposes to formulate a rural revitalization promotion law, futures law, Hainan Free Trade Port Law, etc., to implement legislative principles for taxation and related reform requirements.

  According to the plan, there are 12 law cases that the NPC Standing Committee will continue to review in 2020, including the Patent Law (Amendment), Minor Protection Law (Amendment), Minor Crime Prevention Law (Amendment), and the Yangtze River Protection Law.

  In 2020, there were 29 laws for the first review by the NPC Standing Committee, including the National Flag Law (Amendment), National Emblem Law (Amendment), Administrative Penalty Law (Amendment), Personal Information Protection Law, Data Security Law, and Social Assistance Law.

  The plan proposes that, in accordance with the Decision of the National People's Congress on Establishing and Improving the Legal System and Enforcement Mechanism of the Hong Kong Special Administrative Region to Maintain National Security, we shall expedite the formulation of relevant laws to safeguard the national security of the Hong Kong Special Administrative Region. According to the completion of the implementation of the legislative tasks of taxation by 2020, the legislative tasks and relevant reform requirements are included in the 2019 legislative work plan and have not yet been submitted for review. If the legislative conditions are mature, the review will be arranged in due course.

  The plan also proposes to revise the Vocational Education Law, Railway Law, the People's Bank of China Law, etc., to formulate the Pre-school Education Law, Family Education Law, Civil Enforcement Law, etc., as well as to revise the law related to the optimization of the business environment. And drafting work, arrange for review as appropriate.

  The plan also proposes to strengthen legislative theoretical research. Strengthen the research and evaluation of the relevant legal systems to improve the national public health emergency management system. Strengthen the research work on accelerating the construction of the legal system applicable outside the jurisdiction of our country, and blocking and countering the "long arm jurisdiction" legal system. Emphasis is placed on the study of legal issues related to new technologies and new fields such as artificial intelligence, blockchain, and gene editing.
