  The notice made six specific requirements. One is to establish a bottom-line thinking and further improve the understanding of the epidemic prevention and control situation. The competent departments of Chinese medicine at all levels and various Chinese medical institutions must implement the prevention and control strategy of “foreign prevention input, internal prevention rebound”, under the unified deployment of the local joint prevention and control mechanism, strictly in accordance with the “timely discovery, rapid disposal, and precise control” "Effective treatment" requires that all efforts be made to implement detailed prevention and control work of the TCM medical institutions, and resolutely prevent the spread of the epidemic.

  The second is to give full play to the sentinel role of medical institutions and implement the "four early" measures. All TCM medical institutions should standardize the setting and management of outpatient consultations, pre-checking and triage points, and strengthen the reserves of protective materials. For all patients who arrive at the hot clinic, they must scan the "health code" and perform nucleic acid testing. The fever clinic cannot refuse to accept fever patients. Strictly implement the responsibility system for the first diagnosis. Medical staff must be a “gatekeeper”, find suspicious cases, isolate them immediately, and ask experts in the hospital for consultation. If they are still considered as suspected cases, they should register relevant information in detail and promptly report in accordance with relevant regulations.   The third is to improve the nucleic acid detection ability, so as to "exhaust inspection". All localities should accelerate the improvement of the nucleic acid detection capabilities of Chinese medical institutions and try their best to expand the scope of nucleic acid detection according to relevant requirements. The third-level TCM hospital should establish a clinical testing laboratory that meets the biosafety level 2 and above standards, and has the ability to independently carry out new coronavirus testing. Encourage qualified secondary Chinese medicine hospitals to strengthen laboratory construction and improve testing capabilities. TCM hospitals that currently do not have the ability to detect new coronavirus can cooperate with local disease control agencies, other medical institutions, or third-party medical testing institutions to carry out nucleic acid testing. All TCM medical institutions should further expand the scope of testing, and "due inspection" should be carried out for key populations such as hot patients, outpatients who are highly suspected of being infected with new coronavirus, admitted patients, accompanying staff and medical staff, and implement " Willing to check everything."

  The fourth is to strengthen training and drills for all staff to improve emergency rescue and infectious disease prevention and control capabilities. According to their geographical environment and functional positioning in epidemic prevention and control, each TCM medical institution should find weak links, formulate response plans under different epidemic prevention and control pressures, and make arrangements for various resources and personnel deployment in advance. Check and inventory all kinds of facilities and equipment needed for prevention and control, and fill in the insufficiency in time to ensure that there are enough medicines, protective equipment and other reserve materials when the epidemic occurs, and there are beds and various medical equipment that can be put into use immediately.

  Fifth, strengthen prevention and control of hospital feelings and protection of medical personnel, and resolutely prevent the occurrence of hospital feelings. All TCM medical institutions should not relax to implement various measures for infection prevention and control. Strengthen the cleaning and disinfection of the diagnosis and treatment environment, and do a good job in environmental ventilation management. Implement district management requirements, reasonably divide clean areas, potentially contaminated areas, and contaminated areas, and distinguish medical staff access and patient access. Strictly implement various regulations and technical standards such as hospital sense prevention and control, disinfection and isolation.   Sixth, strengthen supervision and inspection efforts and strengthen the implementation of responsibilities. All TCM medical institutions must strictly implement the information reporting system, strengthen information collection and monitoring, report information in a timely and accurate manner, resolutely put an end to concealment, late reporting, and omission of reporting, and report within 2 hours of finding outbreaks. The key departments, key links, key people, and key posts should be sorted out and checked one by one, and the loopholes should be blocked in time to fill in the shortcomings.
