Our newspaper, Beijing, June 18th (Zhongqing Daily·Zhongqing Net Trainee Reporter Han Fang) Beijing Haidian District People's Court (hereinafter referred to as "Haidian Court") held a press conference today to inform minors of sexual assault in the past five years Trial of human cases and release typical cases. The report shows that over 60% of minor sexual assault cases are committed by acquaintances. In such cases, the victimized minors are more likely to have more serious psychological problems.

In 2017, a certain primary school security guard Ma Moumou used his special identity to defraud the trust of second-year students Xiaoyu. He sexually assaulted Xiaoyu three times within 3 months, and his criminal methods were gradually upgraded. In the end, Ma Moumou was sentenced to 8 years and 6 months in prison, deprived of political rights for 1 year, and prohibited from engaging in minor-related occupations for 5 years.

Zou Moumou was originally a mathematics teacher in a middle school in Beijing and was employed as a tutor for Wang Moumou. During the make-up class, Zoumou forcibly had sex with Wang Moumou many times. Wang Moumou has proposed to his parents to change the tutoring teacher several times, but his parents think this is an excuse for Wang Moumou to avoid learning. In the end, Zou was sentenced to 12 years and 6 months in prison, deprived of political rights for two years, and prohibited from engaging in education related to minors for 5 years.

The cases of sexual assault against minors mainly include the crimes of rape, compulsory indecent assault, child indecent assault, crime of organizing prostitution, introducing prostitution, and spreading pornographic materials for profit. "From 2015 to 2019, sexual assault cases involving minors accounted for 45% to 70.3% of criminal cases against minors." Qin Shuo, Vice President of the Criminal Trial Division of Haidian Court (Juvenile Trial Division), introduced Acquaintances committed crimes against minors, which accounted for the highest proportion in 2016, reaching 91%.

The Haidian court analyzed the “components” of acquaintances: neighbors accounted for 8.3% to 31.3%, schools and educational training institutions accounted for 14% to 25%, family members accounted for 5% to 24.9%, and netizens accounted for 5 % To 22%. Among them, the criminals are mostly adult men who can contact minors for a long, close and close distance. From the analysis of statistical data, the places where acquaintances commit crimes are mostly hidden classrooms, utility rooms, toilets and other hidden places such as schools and training institutions and the residences of minors.

Qin Shuo pointed out that in cases where acquaintances committed crimes, the “trust” relationship collapsed, which would directly affect the normal development of the victim’s minors in terms of psychology, character, intelligence, and cognitive ability.

Qin Shuo introduced that most cases of acquaintances who sexually assault minors have the characteristics of long duration, large number of crimes, and late time of crime. Victims and guardians have a certain degree of trust in such criminals, coupled with minor physical and mental development, and poor self-prevention capabilities, the perpetrators commit crimes more or more times. The vague representation of underage victims of sexual assault or being ashamed to speak is also one of the reasons why such cases are discovered later.

Qin Shuo suggested that attention should be paid to the abnormal behaviors of minors in daily life, such as trance, decreased appetite, sleep awakening, resistance to physical contact, etc., and prompt minors to correctly express their life experiences; enhance the awareness of minors’ protection in the whole society , To avoid the "black under the lamp" protection blind spot. He also proposed that attention should be paid to minors’ cyber security issues and the black industry chain that violates minors’ rights should be cut off; the risk warning and response capabilities of persons and institutions with legal responsibilities and obligations should be strengthened; each should be trained A citizen has the conscience and goodwill to help the minors in time in a timely manner; a comprehensive protection system for minors should be established in the whole society to ensure the healthy and safe growth environment of the minors.

"The biggest characteristic of a case of sexual assault against minors is that the violence is not obvious, the deception is obvious, many children do not know that they have been abused, and many things have occurred for a long time from the time they were discovered, which has caused such problems to become more and more prominent." China Li Meijin, a professor at the People's Public Security University, said that during the epidemic, new challenges were raised for the protection of minors. The activities of minors were moved more indoors, there were more private spaces, parents were at work, and children could not go to school, causing the children to lose parental control . In addition, the network information is complicated, and minors cannot control their information while browsing, and parents have no sense of prevention. She suggested that more publicity and education activities should be carried out, more family time should be used, and the use of animation and other forms of publicity should be carried out; sex education courses should be specifically increased at the elementary and secondary school entrance stages; punishment for the spread of online obscene materials should be strengthened ; Use modern technology to strengthen the monitoring of training institutions and other places.

"The crime rate of acquaintances is high, it is difficult for parents to prevent, and it should be combined with multiple departments to severely crack down and implement the prohibition of employment." Zhang Xuemei, deputy director of the Beijing People's Congress and deputy director of the Beijing Youth Legal Aid and Research Center, said.
