  Core reading

The network highway continues to extend to remote and poverty-stricken areas. More and more rural poor people have taken the express train of information, used convenient and diverse information services, and gained more sense in sharing the achievements of informatization development. How is the progress of network infrastructure construction in my country's poor areas? How effective is the speed increase and fee reduction of the network? What are the new changes in rural broadband applications?

The cliffs of Gaoligong Mountain rise, and the Nu River turbulently flows down. Shuangmidi Village in Lushui City, Yunnan is deeply inhabited. An information highway is built in the depths of such remote and difficult mountains. With 100 million fiber-optic homes and high-definition TV homes, with the knowledge of crop cultivation learned from Internet TV, poor households Mi Yuezhong increased their income by more than 4,000 yuan a year. Now!"

The Internet paved the way out of poverty, and information opened the door to prosperity. Broadband networks are playing a fundamental supporting role in poverty alleviation, will effectively promote the development of rural e-commerce, e-government, telemedicine and other applications, effectively promote the equalization of public services, and plug the wings of "Internet+" into poverty-stricken areas.

Network construction, information services are "usable"

The proportion of fiber optic cables in poor villages nationwide increased from less than 70% to 98%

"Having lived on the mountain for decades, I did not expect to be able to live in the buildings in the city today, and also installed broadband, which is really great!" On May 13th, 84 poor households from "Yaya Village" in Liangshan, Sichuan, bid farewell to Shanya After moving into the resettlement site, the villagers were excited to enter the new house.

Liangshan Yi Autonomous Prefecture is a concentrated and destitute area and one of the main battlefields in the country to fight poverty. In order to achieve the coverage of the communication network in remote mountainous areas, China Mobile Sichuan Liangshan Branch has built an information network by relying on people carrying horses on their backs and raising their hands on their shoulders. As of the end of April this year, 3639 administrative villages in 17 counties and cities in Liangshan had completed the construction and upgrading of broadband network fiber-to-the-village villages, with a coverage rate of 96.71%.

To allow poor areas to use the Internet, Sichuan Liangshan is a microcosm. In view of the difficulties of high construction costs in remote areas, a telecommunications universal service compensation mechanism featuring "centralized capital guidance, local coordination support, and enterprise subject promotion" was established, and network construction in poor areas accelerated.

According to reports, the pilot of universal telecommunications services has cumulatively supported more than 130,000 administrative villages with fiber-optic network access and 50,000 4G base station construction, of which about 1/3 of the tasks are deployed in impoverished villages. Up to now, the proportion of fiber optic cables in poor villages nationwide has increased from less than 70% to 98% in 2017, and the proportion of broadband broadband in poverty-stricken villages has increased from 25% to 98%. The broadband required by the 13th Five-Year Plan has been exceeded in advance The goal of the network to cover more than 90% of poor villages.

Use it, and use it steadily. The number of poverty-stricken villages is large, widely distributed, and the natural environment is complex. How can we ensure effective management after the network is established? "Through the installation of special equipment, real-time monitoring of the network opening status and network quality of each pilot poverty-stricken village has been achieved." According to the relevant person in charge of the Communications Department of the Ministry of Industry and Information Technology, according to the platform detection, the average download rate of the pilot optical fiber administrative village has exceeded 70Mbps, rural The era of "same network at the same speed" with cities is accelerating.

Speeding up and reducing fees, traffic tariffs are "affordable"

Preferential measures related to communication services have benefited more than 12 million poor households

"In recent years, the network construction in my hometown has been advancing very quickly, and 4G signals have covered the whole territory." This year's 24-year-old Xiaogang University in Dulongjiang Township, Dulong Nu Autonomous County, Gongshan, Yunnan, has just graduated and chose to return to his hometown to start a business. "I learned the techniques of planting grass and fruits and bee farming through online videos. Now my e-commerce store is doing well."

Behind influencing Xiao Gang’s entrepreneurial decision is the continuous advancement of the network speed-up work in my country’s poor areas. Up to now, Yunnan Mobile's optical fiber broadband network has achieved 90% coverage of administrative villages, and broadband access capabilities have reached 100 megabytes.

After unremitting efforts, in recent years, my country's network speed has increased significantly, and the proportion of 4G users has increased to 80%, far higher than the global average of 49.5%. According to data from the Broadband Development Alliance, my country’s fixed broadband and mobile network experience rates have increased nearly 10 times over 5 years ago, reaching 42.9 Mbps and 27.6 Mbps, respectively, and users’ online experience has improved significantly.

At the same time that the network speed has increased significantly, the tariff level has also continued to decrease. "In June, our village had a 4G signal, and now the elderly and children in the village will use mobile phone video chat." In Shimajing Village, Sanhe Town, Jianyang City, Sichuan Province, the village party secretary Wu Yinggui looked joyful, "not only is it as fast as the town Internet speed and low tariffs, people in the town envy us."

With the increasing speed and fee reduction, "traffic prices are cheaper, no need to rub WiFi everywhere" has become a common experience for many people. On this basis, accurate fee reductions for poor households have also been achieved. Since October 2018, the state has continued to support basic telecommunications companies to provide substantial discounts for the use of telecommunications services by poor households who have established archives. At present, the relevant preferential measures have benefited more than 12 million poor households, of which more than 7 million households enjoy 50% or less discount on communication tariffs.

Broaden the application, Tongcun broadband "uses well"

Telemedicine has covered all impoverished counties, 98% of primary and secondary schools nationwide have access to broadband networks

If the construction of network infrastructure is likened to a “highway” to the goal of poverty alleviation, then in order to give full play to its effectiveness, we must vigorously expand e-commerce, telemedicine, online education and other application scenarios to make the “information highway” run up. The endless stream of "rich cars".

"I didn't expect to swallow a capsule to check the stomach. It's not uncomfortable." Not long ago, 39-year-old Abdullah, a stomach patient in Luopu County, Xinjiang, underwent magnetic control capsule gastroscopy at the local hospital and couldn't help with the surroundings. People share feelings. What surprised him even more was that the doctor who examined him this time was not in Xinjiang, but in Beijing, 4,000 kilometers away, through a mobile 5G network to remotely implement a magnetic control capsule gastroscope operation that spanned thousands of miles.

The key to good network usage is application. According to the relevant person in charge of the Communications Department of the Ministry of Industry and Information Technology, from the perspective of medical and health care, telemedicine has now covered all poor counties, effectively improving the ability of primary-level medical and health services in poor areas and improving the health of the poor. As far as basic education is concerned, 98% of primary and secondary schools across the country have been promoted to access broadband networks. High-quality education is delivered to schools in poor and remote areas through the network. A network cable and a screen provide better learning opportunities for poor students.

It is worth noting that since the fight against the New Coronary Pneumonia epidemic this year, telecom operators have built more than 63,000 4G/5G base stations and added 5.109 million fiber ports, successfully responding to the concentrated outbreak of network traffic and smoothing the online teaching network." The "highway" guarantees 200 million teachers and students to "stop classes without stopping".

The relevant person in charge said that the next step will continue to deepen the network coverage in rural and remote areas, complete the construction of 15,000 4G base stations, and deploy more than 10,000 4G base station construction tasks, and strive to achieve a poverty-stricken village broadband rate of more than 99% by the end of this year . In addition, we must fully tap the potential of the application of next-generation information and communication technologies in rural areas, help e-commerce platforms expand to rural areas, and allow more agricultural and sideline products to be sold throughout the country through information channels such as live broadcast.
