According to the publication, as one of the options considered the introduction of a progressive scale of tax on personal income. So, personal income tax for those whose incomes exceed 2-3 million rubles a year can raise up to 15%.

A scenario is also being studied with a non-taxable level of income in the amount of a living wage, interlocutors of the publication said. 

Discussions resumed amid a sharp increase in the budget deficit, the material says. However, according to sources, the point is not to increase deductions to the budget due to changes in taxes, but to use this money for social needs. 

As noted, there is no final decision on this issue yet. In particular, the Ministry of Finance is opposed, which believes that if the rate increase is small, then additional revenues will be insignificant, while administration will be difficult. 

Earlier, the Minister of Finance of Russia assessed the possibility of reducing taxes for entrepreneurs in order to stimulate the economy.
