The President of Castilla y León, Alfonso Fernández Mañueco, is going to sign an agreement today with the spokesmen of the major political parties with representation in the Autonomous Parliament at 12.00. This is a sort of regional test of the large long-term agreements that PP and PSOE could sign. Or that, at least, the popular barons ask.

The agreement establishes 85 measures agreed unanimously by all groups in the region (although with misgivings in the Mixed Group), among which the creation of a 250 million euro fund for the "recovery" of the health system stands out. The main objective will be "to reinforce primary care to face the de-escalation phase", but it will also cover the hiring of professionals and health supplies, especially protective materials.

Castilla y León will also seek to improve the provision of the Intensive Care Units; strengthen assistance to emergencies and reduce delays "that may have been caused by the pandemic."

In addition to health, there are four other main axes in the agreement: "Economy and employment, social protection, public services and financing of the Community, both nationally and in the European Union", to _ boost the future of Castilla y León after the crisis sanitary ".

Mañueco (PP) and the regional vice president, Francisco Igea (Cs), will be joined by the PSOE's parliamentary spokesmen, Luis Tudanca; from the PP, Raúl de la Hoz; of Citizens, David Castaño; de Podemos, Pablo Fernández; and from Vox, Jesús García Conde.

The agreement also establishes the commitment to guarantee that Castilla y León appears _with a stable character "among the autonomous communities" with the highest volume of regional resources destined to health spending, setting as a reference the orientation towards 7% of GDP ".

Regarding the axis for economic recovery and employment, the agreement establishes twenty measures, of which a recovery fund for companies in the community, an "Industrial Promotion Plan" or the strengthening of the agri-food sector stands out.

The agreement "will increase by 25% the places of public responsibility throughout this term" and will increase by a third the places of convalescence socio-sanitary.

PP, Cs, PSOE, Vox and Podemos have also agreed to demand that the Government of Spain "definitively unblock 50% of the expenses derived from the Dependency Law and the management of the Minimum Vital Income by the Junta de Castilla y León, in the same terms, conditions and with the same level of competence as the Basque Country and Navarra ".

The Pact also plans to prepare a Priority Social Investment Plan for the period 2021-2025, which "establishes the planning of infrastructures and equipment of a sanitary, educational and social nature". Budgetary resources will reach 728 million euros.

The Castilian-Leon parties also reiterate the demand for payment of the amounts pending for VAT "and allocate, in this case, the same to finance the greater expenses derived from the Covid-19 crisis."

Another notable measure is "favorable tax treatment for rural areas" and "requesting the Government of Spain the same objective within the scope of its own powers."

Finally, the parliamentary process by which the Draft Law is debated for the practical elimination of the Inheritance and Donation Tax among direct family members is suspended.
